The Tempe Coalition for Affordable Housing invites proposals for two Requests for Qualifications, the first for a co-developer of affordable housing and the second for a general contractor.
The co-developer selected from the RFQ may participate alongside TCAH in the development of affordable housing. The general contractor selected from the RFQ may participate in the rehabilitation of affordable rental housing in TCAHโs portfolio. In the first RFQ, TCAH is seeking a qualified and experienced co-developer to partner in the planning, financing, and development of new multi-family affordable housing communities located at 1409 E. Apache Blvd. and 2101 E. Apache Blvd. in Tempe.
These sites are strategically located to offer the opportunity to deliver high-quality, transit-oriented housing that expands access to safe, stable, and affordable living options for low- and moderate-income households. The selected developer would serve in full-service capacity, advising TCAH as needed. TCAH reserves the right to determine whether to utilize a Developer or Co-Developer for any anticipated project and may elect to utilize the same Developer/Co-Developer across multiple projects.
In the second RFQ, Selected General Contractor(s) will be expected to provide comprehensive rehabilitation, renovation, and modernization services for residential units across TCAHโs portfolio, encompassing both single-family and multifamily properties. Demonstrated experience with affordable housing rehabilitation is strongly preferred, particularly projects involving occupied or phased renovation and regulatory compliance with funding sources such as LIHTC, HOME, CDBG or other HUD-administered programs. While being a locally based contractor is preferred, TCAH encourages contractors not based locally to submit proposals.
