    Jeff Abraham

    VP of Preconstruction | S&S Paving & Construction

    For Jeff Abraham, construction isn't just a career; it's been a part of his life since childhood. Growing up in Ohio, Jeff got his start working alongside his father, who owned a construction company. He went on to spend 12 years as a union carpenter building bridges, developing a lifelong passion for civil and transportation infrastructure. After trading Ohio winters for Arizona sunshine, Jeff built a career spanning nearly four decades in public works and heavy civil construction. Today, as Vice President of Preconstruction at S&S Paving & Construction, where he has spent the past seven years, Jeff leads preconstruction strategy, project planning, estimating, and collaborative delivery efforts for municipal infrastructure programs throughout Arizona. His experience includes more than $100 million in Job Order Contracting (JOC) projects, along with expertise in CMAR and design-build delivery. Jeff is also a past President of the Center for Job Order Contracting Excellence (CJE), where he has helped advance industry best practices and collaboration between public owners and contractors. A passionate advocate for infrastructure, Jeff understands both the field-level realities of construction and the challenges public agencies face in planning, funding, and delivering capital improvements. Arizona may be home now, but when it comes to college football, his loyalty to Ohio State Buckeyes football remains unwavering. Go Bucks!


    Ryan Blair

    Capital Improvements Manager | Town of Gilbert

    Ryan has been a proud Arizona resident since 1978, growing up in the scenic White Mountains. He and his wife Krista, who works at a Charter School in Gilbert, are the parents of five children, four of whom have graduated from high school. Ryan began his career with the Town of Gilbert in 2002, and after earning his degree from Arizona State University in 2012, he was appointed as a CIP Project Manager. Over the years, his dedication and expertise led to his promotion to Gilbert's CIP Manager in 2024. With more than two decades of public service, Ryan has managed a diverse range of projects, including water and wastewater systems, stormwater infrastructure, parks and recreation facilities, and transportation initiatives. His commitment to the community and passion for improving municipal services have made him a valued leader in Gilbert.


    Colten Browning

    COO | Hansen Consulting Group

    Colten works to bridge design, engineering analysis, procurement, and field execution into a coordinated strategy that holds under pressure. His technical depth spans the entire BIM and virtual design universe. As a founding partner of Hansen Consulting Group, Colten has been integral in the rapid growth of the firm, leading several mega projects across Arizona that dominate front page news and require constant state and federal partnership. This work relies heavily on streamlined collaboration across innumerable remote teams, so operating at the forefront of digital infrastructure is critical. What he's known for is governing complex technology integration across disciplines and establishing clear standards that keep delivery predictable when the work gets hard. Colten holds a BSE in mechanical engineering from Arizona State University and is a proud sponsor of this home state event.


    Eric Froberg

    City Engineer | City of Phoenix

    Eric has served as City Engineer for the City of Phoenix since January 2019, which included a 6 month assignment as Interim Director of Water Services, a 5 month assignment as Interim Director of Public Works, and a 1 month assignment as Interim Director of Street Transportation. Eric possesses over a quarter century of relevant public works and land development engineering experience. After spending two decades working as a private consultant, Eric desired to utilize his engineering and management expertise in a way that more directly benefited the public. As the City Engineer for the nation’s 5th largest City, Eric is responsible for overseeing the selection of architects, engineers & contractors and the execution the City's 5-year, $11 billion Capital Improvement Program, including serving as the program manager for the current $500M General Obligation Bond program. Eric is currently a member of the Alumni Industry Council for the University of Arizona, previously held the position of State Director for ACEC-NM.


    Daver Malik

    Assistant Aviation Director | Chief Development Officer

    Daver Malik is the Assistant Aviation Director and Chief Development Officer for the City of Phoenix Aviation Department, overseeing Design & Construction Services, Planning & Environmental, and Technology divisions at Phoenix Sky Harbor International Airport, Phoenix Deer Valley Airport, and Phoenix Goodyear Airport. With more than 20 years in the airport industry, he has a strategic focus on capital development, infrastructure, planning, and technology. Previously, he served as the Assistant Chief Information Officer at Phoenix Sky Harbor and Chief Information Officer at Hartsfield-Jackson Atlanta International Airport, where he contributed to significant capital development projects. He also served as the Global Director of Airport Strategic Programs in the private sector for Collins Aerospace. Daver has been involved in transformative projects such as the $1.5 billion modernization of Terminal 3 at Sky Harbor and the $2 billion International Terminal in Atlanta. He has implemented innovative aviation initiatives, including a Digital Strategy, novel operational data sharing model with airport stakeholders and business partners and the Biometrics Exit Program. A former Chair of the ACI-NA Business and Information Technology Committee, he holds a Master’s degree in Electrical Engineering. He is a Certified Member (C.M.) of the American Association of Airport Executives(AAAE) Airport Certified Employee (ACE-Finance) and is committed to shaping the future of Phoenix’s airport system and its community.


    Rebekah Morris

    Rebekah started the twice-weekly AZBEX publication in February 2010, and has since grown the service into a multi-faceted resource for local Commercial Real Estate & A/E/C firms to find leads on upcoming projects, industry news, trends, and market insights. In 2015, AZBEX started producing events and now features four annual half-day conferences and six breakfast panels known as the Leading Market Series. In 2016, the AZBEX Database or DATABEX was launched. Both the events and database are engineered to bring opportunities to clients – whether it’s the contacts made at a half-day conference or bi-monthly breakfast program or the early stage notice of a project in the database, every service of AZBEX is focused on bringing opportunity to clients.     Justin Neagle

    Justin Neagle is Chief Storyteller at Spot Migration, an IT and cybersecurity firm that exclusively serves the AEC industry. He is a leading voice in helping contractors rethink technology as a growth driver, not just an operational necessity. New software is integrated every day in construction to maintain pace and outperform, without a true understanding of the cybersecurity risks and legal exposure involved.     Carmen Parks

    Director of Engineering and Facilities | Mesa Gateway Airport

    Carmen Parks, P.E. is the Director of Engineering and Facilities at Mesa Gateway Airport. She oversees airside and landside development at the airport as well as facility maintenance of airport owned buildings. Prior to joining the airport, Carmen served as the State Airport Engineer for ADOT Aeronautics. Her career in the airport industry began in 2006 with a three-year internship at a small airport engineering consulting firm while she was still in college. During that time, she worked on pavement and drainage improvement projects for Arizona airports. After graduating from ASU, Carmen worked for three consulting firms transitioning from Engineer-In-Training to Project Engineer to Sr. Project Manager, with a 90% focus on airport development projects in Arizona. Her project experience ranged from planning projects and small airfield electrical improvements at small general aviation airports to large runway reconstruction projects at commercial service airports. Carmen graduated with her BSE in Civil Engineering from ASU in 2010 and her MSE in Transportation Engineering from ASU in 2011.


    Sabrina Perez

    Client Development Manager, Desert Southwest Region | Terracon

    Sabrina Perez, M.ASCE, serves as a Client Development Manager for Terracon’s Desert Southwest Region, encompassing Arizona, New Mexico & Nevada, and as a National Account Manager. Based in Terracon’s Phoenix office, she builds & strengthens relationships with public and private sector clients, connecting their needs with Terracon’s multidisciplinary environmental, facilities, geotechnical & materials expertise. With 22+ years of experience across architecture, engineering, construction & commercial real estate, Sabrina has worked across the owner/developer, design, consulting & leadership sides of the industry. Her perspective supports lifecycle alignment & sustainable development, connecting people, expertise & resources from early planning through design, construction, operations & long-term asset needs while considering resilience, responsible growth & long-term performance.


    Riley Quinlan

    Contract Deputy Director of CIP | City of Buckeye

    Riley brings a blend of public- and private-sector experience to his role as the City of Buckeye’s Deputy Director of Capital Improvement Program (CIP). With a background spanning infrastructure design, community planning, and project delivery, Riley and his team have helped multiply the City’s CIP output, tripling to quadrupling annual project delivery, as Buckeye’s program expanded significantly following the passage of a major bond initiative.
    As a consultant, Riley and his team continue to provide municipal program and project management, municipal design, construction administration, and civil design services across the valley. His work focuses on advancing efficient, transparent, and high-performing capital programs—aligning municipalities' rapid growth with resilient infrastructure and long-term community value. Riley is a registered Professional Civil Engineer in Arizona, a certified Project Management Professional (PMP), and holds a Master of Business Administration (MBA).


    Josh Roberts

    AZ & SoCal Public Business Development Manager | Advanced Drainage Systems

    Josh Roberts is the AZ & SoCal Public Business Development Manager for Advanced Drainage Systems. Josh has worked across the AZ market as a vendor since 2017. He is currently a Lieutenant Colonel in the Marine Corps Reserves with 17 years of service and three deployments. In his free time, he enjoys getting outdoors, sports, church, and family time with his wife and four children.


    Carmen Ronan

    Director of Business Development | Hill International

    Carmen has dedicated her career to building community infrastructure—from human capital, to organizational structures, to facilities. Her professional journey began at Valley of the Sun United Way, where she did public relations to support many of the Valley’s nonprofit human services partners. This work solidified her desire to devote herself to public service, spurring her to get her MPA at the country’s top public affairs school. Wanting to work in the seat of government, Carmen became a management consultant for the Air Force Civil Engineers in Washington, DC before returning to Arizona to do community engagement for the Arizona Governor’s Office of Education. She then furthered her local government skills through the City of Phoenix’s nationally renowned Management Fellowship program training the next generation of municipal leaders and subsequently managed the City of Phoenix’s international trade offices in Mexico as a public affairs consultant. Through these experiences, she developed a passion for helping businesses thrive by advancing growth opportunities and built infrastructure. She continues this work in her current role as Director of Business Development for construction project management firm Hill International, where she is dedicated to engaging partners in improving outcomes for built infrastructure projects, from airports, to transportation, to care centers for crime victims.


    Brad Thompson

    VP of Strategic Innovation | SDB Contracting

    Brad Thompson is Vice President of Strategic Innovation at SDB Contracting Services, a Tempe general contractor whose core markets are advanced technology facilities and public-sector work. He oversees Marketing, Business Development and IT, and he builds the firm's AI tooling, from automations tied to the ERP to a workflow that drafts project summaries at closeout. In 2026, he launched the AEC AI Toolbelt, a free community for AEC professionals to share ideas and discuss how to best utilize AI tools in the AEC industry.


    Alison Tymkiw

    Senior Director - City Engineer | City of Scottsdale Transportation and Infrastructure

    Alison Tymkiw is currently serving as the Senior Director - City Engineer for the City of Scottsdale’s Transportation and Infrastructure Department. Alison is responsible for administering the city’s Capital Improvement Program and she manages Project Engineering which is responsible for the planning, design and construction of infrastructure improvement around the city. She also oversees Traffic Engineering, Transportation Planning and Transit, Street Operations, and Design Engineering and Real Estate.

    Alison has worked for the City of Scottsdale since 1998 and has previously held the positions of Civil Engineer, Project Manager, Senior Project Manager, and City Engineer prior to promotion to her current role as Senior Director - City Engineer. Prior to joining the City of Scottsdale, Alison worked for engineering design and consulting firms, first in Connecticut and then in the local Phoenix area. Alison holds a Bachelor of Science degree in Civil Engineering from Lehigh University, and she is a Registered Professional Engineer in the State of Arizona.


    Lance Webb

    City Engineer | City of Mesa

    Lance Webb serves as the Assistant City Engineer at the City of Mesa. He has worked as a dynamic public works servant leader in the Civil Engineering sector for over 20 years with broad, cross-functional experiences in the civil engineering and construction industries. He is a stickler for execution excellence and has successfully led and provided oversight on over 400 capital improvement projects totaling $850M in construction to date with another $300M being planned and or being constructed. He has a wonderful wife and 5 beautiful children. He enjoys sports, camping, hiking, and rafting outdoors.
