Porter Kyle, a Scottsdale-based developer well known for creating high-end residential communities, is planning a new townhome community across from the popular Park West mixed-use development in Peoria.
The project, known as The Prescott at Park West, will sit on a vacant 5.4-acre property at 8128 North 99th Avenue. The site is currently zoned C-2 Intermediate Commercial. Porter Kyle is requesting to rezone the site to Planned Area Development in order to develop the new 95-unit, luxury residential community.
The two-story buildings at The Prescott at Park West will house a mix of 30 one-, 41 two- and 24 three-bedroom dwelling units and will be clustered into five-unit, four-unit and three-unit buildings. According to the project documents, in order to create the high-end living experience, the townhome community will include private backyards, two-car garages, and balconies.
The developer, “anticipates renters here being higher income individuals that are renters by choice. This anticipated demographic of residents will provide great support to the retail, entertainment and dining at Park West.”
The project’s design is meant to complement Park West with a luxury, modern appearance. “Strong building forms are complemented with lighter accent elements including shade canopies, vertical trellis, decorative railing and fencing and wood shade overhangs.” Front and back elevations will have a blue-gray color and windows and balconies are accented with metal and wood materials.
Amenities will include a pool, outdoor kitchen, splash pad, gym, co-working space, dog park and a park with playground equipment. Backyard spaces are anticipated to be 250 square feet with amenities including artificial turf, doggy doors, trees and barbeque areas.
To provide pedestrian connectivity from the development to Park West, the developer is proposing to install a high-intensity activated crosswalk (HAWK) across 99th Avenue. A trail system with benches will be provided as well to promote walkability throughout the site.
A total of 215 parking spaces will be included in the development, which consists of the two-car garages, guest parking and spaces for the clubhouse/leasing office.
The City of Peoria heard and recommended approval for the rezoning request at its October 15th Planning and Zoning Commission meeting. The project still needs to go before City Council for approval. According to Porter Kyle, they plan on starting construction Q1 2021.
