The Goodyear Planning and Zoning Commission reviewed a request from developer Wealth Hospitality to rezone and amend the development guidelines for a 35-acre site near the NEC of McDowell Road and Bullard Avenue to allow the development of a four-story, 241-room dual-branded Hilton Garden Inn & Homewood Suites hotel project.
The Commission recommended approval in its May 6 meeting.
The 4.92-acre hotel site lies within the 16.57-acre West Parcel of the overall Palm Valley Promenade Planned Area Development. Current development guidelines have a three-story height maximum. The request would remove the three-story restriction to allow for the four-story hotels.
The submitted conceptual site plan shows the Hilton Garden Inn would offer 118 rooms; while the extended stay Homewood Suites would have 123.
According to the submitted narrative, the undeveloped site was originally envisioned for medical office buildings. A vacant property zoned for commercial uses lies to the north, along with multifamily communities and a school. A Life Time gym is to the east, and the west and south have undeveloped commercially zoned land.
The existing PAD sets a maximum height of three stories and 50 feet, allowing up to 57 feet for architectural features. The update request would amend the PAD to allow the West Parcel to follow the Cityβs General Commercial (C-2) guidelines, which would allow for a base height of up to 50 feet and remove the three-story limit.
All the previous design guidelines for the Palm Valley Promenade PAD would remain in effect, and most of the infrastructure development required for the site has been completed. In its analysis, City staff determined the requests to be in compliance with the strategies, goals and policies of the General Plan and do not significantly alter the area character.
No inquiries or statements in support or opposition were received from surrounding residents.
Dual-branded facilities, often with a mid-market short-term and an extended stay brand operating on one site with shared amenities, have become an increasingly popular option with hoteliers, as they enable serving multiple guest types while only incurring single-site construction and operational costs.
A 2025 article by Hilton boasted the company had more than 100 dual-branded projects in development across the country. It said, βDual-brand properties offer owners unique solutions to save on operational costs and the flexibility to meet different sources of demand. They create opportunities to capture different stay occasions, which in turn, deliver enhanced benefits to guests.
βTheir flexibility has driven their increased popularity, with Hilton now operating more than 125 dual-brand properties globally. As of the end of 2024, dual-brand Hilton locations would be the companyβs 8th largest global brand if operated standalone.β
Wealth Hospitality is the developer for the Palm Valley Promenade hotels. The design firm is Dale Partners Architects. Ware Malcomb is the civil engineer, with traffic engineering services provided by CivTech, Inc. Ray Law Firm is the project representative.
