The Phoenix office of JLL announced this week that it will market the 2,500-acre Grand View Arizona master plan in Buckeye.
JLL’s announcement describes Grand View Arizona as “an infrastructure-rich, fully entitled, 2,500-acre mega site… With the scale to accommodate large-scale, sophisticated manufacturing uses, the project is projected to become a leading employment district, generating over $1B in economic impact as it transforms the landscape of industrial and economic growth in the region.”
JLL’s Marc Hertzberg, Anthony Lydon, Greg Matter, John Lydon and Nicole Marshall are marketing the land for immediate development, according to the release.
Mayor Eric Orsborn was quoted as saying, “With the water availability, infrastructure and scale already in place, this site offers a rare opportunity for companies looking to grow in one of the fastest-growing regions in the country.”
“When you take in this site – more than twice the size of TSMC, more than three times the size of the Chandler Intel campus, and able to reach 40% of the U.S. population within a two-day truck haul – you can’t help but recognize its magnitude and potential,” said Hertzberg.

In that article, we reported Buckeye had annexed 1,900 acres to combine with an already City-owned site to create an industrial area that could eventually be rezoned as a community master plan for industrial, commercial and residential uses. (AZBEX; Aug. 29, 2025)
The November article quoted project owner Rexco LLC’s overview, which said, “Grand View Arizona is envisioned as a forward-thinking regional employment hub that enables the nation’s goal of onshoring key industries, thoughtfully integrates land uses, responds to new technologies and encourages cohesive, high-quality architecture and landscape design. Planned specifically to complement projected land uses under the General Plan while providing a dynamic framework for future development, Grand View Arizona will proactively position the property for the City of Buckeye’s buildout as one of the fastest growing cities in the nation.”
Another local news outlet reported last month the City of Buckeye approved the annexation and rezoning. Under the Community Master Plan zoning, three districts consisting of regional employment, residential village and commercial were established.
The regional employment district focuses on industrial uses, including heavy industrial, and could include data centers, manufacturing, aerospace and shipping and logistics.
Between 32 and 235 acres will be used for commercial/retail, and up to 750 acres could be used for residential. No residential use is required on the site, but the option exists to develop single-family, multifamily or both.
The development agreement requires the developer to make roadway improvements and construct a police/fire joint station along Jackrabbit Trail. A new water and wastewater facility will have to be built and turned over to the City if developers plan to use Buckeye’s water or wastewater services rather than self-serve.
