Development partners Venue Projects and Sunbelt Holdings recently presented a site plan for the Hayden Flour Mill Redevelopment adaptive reuse project to a special joint meeting of the Tempe City Council and the Salt River Pima-Maricopa Indian Community Council.
Under the plan, the redevelopment will feature eight structures, including six new buildings.
The City bought the mill site at Mill Avenue and Rio Salado Parkway in 2003. In 2021, Tempe issued a Request for Proposals to redevelop the mill site, which closed in 1998. Two other firms had been awarded development rights after Tempe’s purchase, but the rights expired without the project taking place.
Venue Projects and Sunbelt Holdings were selected in February 2022 and have been actively engaged in community outreach ever since. They also asked the Salt River Pima Maricopa Indian Community to serve as a collaborative partner.
The site will use as much of the existing machinery from the mill site as possible for historical narrative purposes and will also include a retail and hospitality component. A small community event space may also be included.
The developers and Tempe are currently in negotiations over the development agreement, and developer representatives expect to spend the next several months in due diligence. Tempe will maintain ownership of the site and provide a lease to the development.
Construction is hoped to commence in late 2023 or early 2024. (Source)
