The Surprise City Council approved a resolution in opposition to BNSF Railway’s proposed BNSF Logistics Park during its Oct. 7 meeting. The master-planned logistics hub has sparked controversies over a series of miscommunications between City of Surprise staff and BNSF Railway. Surprise officials stated BNSF had pulled out of plans to annex into the city for its 4,300-acre rail hub. Additionally, officials said BNSF stopped responding to inquiries surrounding water, traffic and environmental concerns. In its Sept. 22 meeting, the Mesa City Council unanimously approved a rezoning for the proposed 137-unit attached townhome development called Velora. The council approved rezoning a 3.3-acre parcel and a 3.7-acre parcel to form a planned-area development overlay for the multifamily development. Dolly Varden LLC is the owner. The site is located 1,600 feet west of the NWC of East Main Street and North Greenfield Road. The development will feature 95 three-story and 42 two-story units with attached two-car garages. EPCOR Utilities Inc. received an alternative designation of assured water supply, allowing development in parts of the West Valley that have been off-limits from a two-year moratorium. The moratorium was enacted due to modeling that demonstrated unmet demands for water in the region. The moratorium prevented home approvals in areas that had been undergoing widespread growth. The designation allows for residential homebuilding in parts of Buckeye and Surprise. Other entities, such as the Town of Queen Creek, are exploring ADWAS designations. The City of Peoria announced it is focusing on water reclamation with its 2025 Integrated Water Utility Master Plan during its Sept. 16 meeting. Water reclamation is the process of purifying wastewater. In an effort to achieve this on a large scale, the City is considering a billion-dollar Advanced Water Purification facility. There are currently three water reclamation plants in the city. Most of the water treated in the plants is stored underground and solely used for landscaping irrigation.
