In its Sept. 23 meeting, Glendale City Council heard a presentation outlining a request from Evergreen Devco to annex 39 acres near the SWC of Sarival and Peoria avenues.
A local news outlet reported the land currently sits in a Maricopa County island and has a County zoning designation that equates to Rural Residential. A single-family house and an accessory building are currently on the property.
If Glendale annexes the site, it will initially be rezoned to Rural Residence. Staff is simultaneously working on a rezoning request to Planned Area Development, according to the staff report submitted to Council.
Evergreen Devco’s submitted narrative for Sarival Logistics (not to be confused with WPT Industrial REIT’s similarly named two-phase development at Loop 303 and Bethany Home Road) details plans for three class-A warehouse/manufacturing industrial buildings. Building 1 is planned at 146.5KSF, Building 2 at 254KSF and Building 3 at 275KSF. The buildings will have parking and loading areas in the back, with clear heights of 32 feet and maximum heights of approximately 45 feet.
Water and sewer service will be provided by EPCOR, as the City does not provide service beyond 115th Avenue.
According to the narrative, “Primary vehicular access to the Site will be located along Sarival Avenue. Drive aisles will traverse the Site to create vehicular connectivity for both employee vehicles and distribution trucks. Standard parking stalls and ADA stalls will be provided throughout the Site, while trailer parking stalls will be focused toward the interior of the development.”
The submittal justifies the developer’s requests by saying, “The proposed annexation offers a strategic opportunity for the City to drive economic growth, strengthen community infrastructure with the improvements to Sarival, and realize both immediate and long-term financial benefits. This proposed development aligns with the City’s objectives by promoting responsible growth that balances economic sustainability as outlined in General Plan.”
The blank petition filed by the developer is the first step toward annexation under Arizona law. According to the staff report, “The next step in the City’s approval process is an ordinance to be considered by City Council. If the ordinance is approved, staff will bring forward a rezoning request for City Council’s consideration on a future public hearing date.”
