The latest component of the Harvest Grove master plan in Gilbert is moving forward following the Planning Commissionโs unanimous Aug. 5 recommendation to approve a rezoning request for 12 acres at the NEC of Queen Creek Road and Val Vista Drive.
Lennar, the overall developer for Harvest Grove, requested the rezoning to neighborhood commercial from single-family, as well as a minor General Plan amendment.

The Gilbert Town Council initially rejected Harvest Grove in January after several continuances. Concerns included the volume of the multifamily component, the overall scale and the potentials for precedent and future impacts. Council later voted to reconsider its rejection and denied an appeal from an opposition group looking to stop the retail components.
The 28 acres of other commercial components, including a Fryโs Marketplace and other shops, have since been sold to Barclay Group, which is working with Lennar on the overall master plan.
The 12-acre portion was withdrawn by the development team when the initial rejection was issued. It has now been resubmitted as Neighborhood Commercial at Harvest Grove.
According to the submitted narrative, โThe proposed development plan for the Site represents a thoughtful and comprehensive approach to establishing a high-quality Neighborhood Commercial development within the Town. By incorporating neighborhood-serving commercial uses, the development aligns with the Townโs General Plan and Santan Character Area goals, supporting compatible commercial activity and services that meet the evolving needs of adjacent residents.โ
While no specific scope of work or building plans have been submitted yet, project documents and a local news report say stores within the development could include small-service retail, personal care service providers, restaurants and other retailers, possibly including another grocery store.
The landowner is Zinke Investments, LLC. Lennar is the developer. Community planning and landscape architecture are by ABLA Studio. Colliers Engineering & Design is the civil engineer, and traffic engineering is by CivTech. Ray Law Firm is the legal representative.
