Glendale City Council discussed annexing the site of the former Project Baccara during its Aug. 25 meeting.
The data center and natural gas plant, now dubbed Project Eagle, is being developed by Takanock LLC and Montera Infrastructure. Colliers Engineering & Design is the design firm.
The annex would cover the 160-acre site near Olive Avenue and Litchfield Road. In total, the project is expected to cost $36B.
Councilmembers asserted that, regardless of the annexation, the data center would be built as the owner already has property rights. If annexed, the development is expected to generate $14.4M each year for the City of Glendale.
A previous iteration of the project was set to contain two 1MSF data center buildings and a power plant. The current version consists of a three-building data center campus and power plant that combine for nearly 1.1MSF. The project now carries a $1.3B price tag. (AZBEX: Jan. 16; Feb. 6; June 26)
A study from Matrix New World Engineering found the development is not expected to impact water availability or noise levels at homes in the area.
The project has received significant pushback from locals, who argued the power plant will create air pollution. The natural gas plant will have 18 gas stacks and thousands of gallons of backup propane to prevent rising utility costs. Water and sewer services are to be provided by Epcor.
Project Eagle is anticipated to create roughly 3,000 construction jobs. Once operational, it will create more than 300 permanent jobs.
The City will next release public notices and hold a public meeting. After that, signatures will be gathered from nearby property owners, which is necessary due to State law.
