Continuing its ambitious campaign of commercial mixed-use offerings in the area, Vestar is working to place another multiservice development on 126.6 gross acres on the east side of Interstate 17 between Sonoran Desert Drive and Dove Valley Road in far north Phoenix.
The proposal for Dove Valley Towne Center “proposes a commercial center with a fitness center, four hotels, and retail and restaurant pads,” according to the City of Phoenix staff report.
According to the submitted site plan, the development is planned for four hotels totaling 544 rooms, an 85.9KSF fitness center operation, four anchor retail outlets ranging between 70KSF and 100KSF, and other shops, restaurant and drive-thru spaces.
Vestar’s requests include rezoning a portion of the site from Ranch or Farm Residence to Intermediate Commercial with a height waiver. Another, much smaller request, would reduce the size of the property’s Flood Hazard and Erosion Management District zoning.
The site is currently owned by the Arizona State Land Department. A local news outlet reported it is not known if Vestar has submitted the necessary requests to create a future land auction for the property. No auction is scheduled yet on the Department website.
Phoenix’s North Gateway Village Planning Committee heard the requests in its Sept. 11 meeting and recommended them for approval. They will go before the Planning Commission on Oct. 6.
Vestar is the developer. The design firm is Butler Design Group. Optimus Civil Design Group, LLC is the civil engineer, and landscape architecture is through Laskin & Associates, Inc. Gammage & Burnham is the legal representative.
