Saying they were concerned the project did not meet the original vision for its location, the Goodyear City Council postponed an application for Goodyear Celebration Plaza, a mixed-use master plan on approximately 70 acres fronting I-10 between Litchfield Road and 143rd Avenue.
ICIC Property Investment 5 LLC’s proposal for the project calls for a development with two 54KSF medical office buildings, another 140KSF office building, 181 townhomes, several three-to-four-story apartment buildings, a hotel and retail.
The developer’s stated goal includes providing an amenity-rich development that would serve a supporting role for the nearby Cancer Treatment Centers of America Hospital, with caregivers, patients and families as a service focus. That plan requires a rezoning for a new planned area development and increased heights and densities.
The volume of residential units and the specific location fronting the interstate aroused concern among some Council members in the Jan. 23 meeting. The original vision for the site was for a complete medical center to evolve on the location, with CTCA as the featured centerpiece.
The developer met with Council in an executive session in August. According to project representatives, they were advised at the time to confer with CTCA on the plans, which they did. The hospital has expressed its support for ICIC Property Investment 5 LLC’s plan, and the Goodyear Planning and Zoning Commission recommended it for approval earlier this month.
In the Jan. 23 Council meeting, some members were concerned about the multifamily units backing up to the freeway and the fact that the parcel is one of several vacant sites in the city with I-10 frontage.
Project representatives said the project has been in planning for two years at this point and that Council would be able to comment on specific plats and site plans as they came along.
