Developer Dominium is planning a 323-unit multifamily development on 12.68 acres in Tolleson east of the SEC of 99th Avenue and Wolverine Way.
The Tolleson City Council discussed Dominium’s plan for The Waverly in its March 24 meeting but took no action.
Dominium is requesting a rezoning of the site from its current I-1 Light Industrial zoning to Planned Area Development to build the project under flexible development standards.
According to the DATABEX project database, Dominium has 21 residential projects in various stages of development and construction around Arizona, totaling 6,220 units and a total construction value of more than $1.65B. Of those, 12 are in the West Valley.
Many Dominium projects carry an affordability designation. The narrative for The Waverly, however, makes no such claim.
The proposed site was used for farming until 2019 and is currently vacant. The Tolleson Union High School District office, a municipal park and multifamily and commercial uses lie to the north. The south is occupied by Harrison Street and vacant land with industrial zoning. The property to the east is undeveloped land recently rezoned C-2 Commercial.
The narrative says, “The development plan includes a mix of two-, three-, and four-bedroom apartments distributed across five buildings with a proposed building height of 48 feet (four stories). However, due to parapets and materials used to screen rooftop equipment, elevator overruns, and stair towers that provide rooftop access, the proposed maximum height is 57 feet. The proposed development is compatible and supportive of the existing and proposed surrounding land uses.”
Plans include a central amenity core with a clubhouse/fitness center, a pool and play areas. In addition, nearly 60KSF of the site, totaling 10.9%, is dedicated as usable open space.
The primary access point will be along Wolverine Way, with a secondary point on Harrison Street. Both entries will be gated, and the community will provide 594 parking spaces, 26 of which will be ADA-accessible.
