In a recent capital improvement project budget work session, City of Chandler Utilities Director John Knudson presented two major projects with current cost estimates of at least $182M over the next several years.
The first is a 66-inch diameter pipe sewer project on Price Road. Referred to in the City’s documentation as the Santan Freeway Redundant 66-inch Sewer Line, the project will run a 66-inch wastewater line under the Loop 202 freeway. Temporary bypass lines will be laid out along surface streets during the development.
Estimated costs for the project are approximately $41M, of which $29M can be paid with wastewater bonds. The remainder will be funded through the wastewater operating budget.
According to Knudson and a proposed 10-year CIP update, the project would be paid for by the end of fiscal year 2026.
The other project, a water main line replacement on Germann Road, was recently added to the 10-year CIP and is expected to cost a minimum of $152M. Most of those costs will be paid through annual budgets starting early in the next decade. Design funding of $17.7M was included in the current CIP, leaving expected construction costs of approximately $134.5M.
The current Germann main line started operations in 1989 and serves as Chandler’s primary east-west water line. Consequently, it cannot be taken offline without causing major water service disruptions.
Duplicate sections will have to be built in the line service areas since the existing segments must remain in operation during development. The project will add redundancy for single points of failure and will allow for the rehabilitation of the original transmission main.
Chandler will seek various types of federal funding for the project.
Chandler City Council will hold a day-long work session April 26 to discuss the fiscal year 2025 budget, including first-year CIP projects. (Source)
