The Peoria City Council has unanimously approved the recommended Capital Improvement Plan for fiscal years 2026-2035, comprising 266 total projects with a budget of $1.9B.
Planned spending for FY 2026 is nearly three times the average annual spending plan because it includes several projects currently under development. FY 2026 spending totals $572M, of which $294M is carryover from FY2025.
The CIP is largely centered around spending for water, wastewater and the Peoria Innovation Core.
The primary water projects consist of:
- The CAP/LLP Intersection Wellfield project, which is currently under construction and will provide five new potable water wells and a new waterline near the Central Arizona Project Canal and Lake Pleasant Parkway;
- The Zone 5E/6E Reservoir and Booster Pump Station to provide regional water storage and a booster pump station near Lake Pleasant Parkway between State Route 74 and Loop 303.
- Patterson Reservoir Well Connections and Wellsite Improvements, which targets improvements to existing structures in three booster pump, well and reservoir locations.
Two of the major wastewater projects will be adding five miles of 24-inch reclaimed water transmission line to the Jomax Water Reclamation Facility and adding a biological odor control system and programmable logic controllers to the Butler Water Reclamation Facility.
The PIC spending will go toward several design components and transportation development projects in the 6,700-acre development area. These include:
- A transportation feasibility study to determine the transportation needs in support of development growth and to determine needed improvements,
- Improvements around Lake Pleasant Parkway between CAP and Loop 303,
- An arterial cross-section from Lake Pleasant Parkway to 96th Avenue and
- Multiple water, wastewater and traffic control projects, including a bridge over the CAP canal.
The updated CIP also includes funding for downtown streetscape improvements, fire and public safety projects, parks projects and improvements around the Peoria Sports Complex. (Source)
