In its June 8th meeting, the Mesa Planning and Zoning Board approved the site plan for a proposed six-building, 962.5KSF industrial development on 65.3 acres on South Signal Butte Road south of Elliot.
Located in the Eastmark Planned Community District, the Park Signal Butte proposal is already zoned for light industrial uses, including the warehouse/manufacturing/accessory office uses owner DMB Mesa Proving Grounds, LLC has planned. Because more than 50KSF is proposed for non-residential uses, a major site plan review was required under the Eastmark Community Plan.
According to the submitted site plan, the six-building plan breaks down as follows:
- Building A: 203KSF,
- Building B: 187KSF,
- Building C: 195KSF,
- Building D: 164KSF,
- Building E: 114KSF, and
- Building F: 99KSF.
Primary access will be to Signal Butte Road via two drive entrances. Each building will be surrounded by open space/amenity areas that will serve to break up the large parking areas and provide break areas for employees. Benches and lighting will be provided to enhance the amenity spaces’ usability.
The six buildings are planned in pairs, with landscaping running between each pair and around the site perimeter, per the landscape plan provided by Kimley-Horn. Building heights are limited to 50 feet in the development area. The proposed buildings range from 46-feet, two-inches up to 52-feet, two-inches for Building A. The additional height is for architectural embellishments, which are permitted under the guidelines.
Because of the site’s proximity to Phoenix-Mesa Gateway Airport, airport staff reviewed request. No concerns were raised, but the Federal Aviation Administration will need to review and respond to any building permit applications, and tenants will receive notice that the site lies within an overflight area.
A neighborhood meeting was held via Zoom on May 3rd. Nearby residents expressed concerns about property value impacts, traffic impacts, site access and egress, building height and noise from construction and site operations. Project representatives addressed specific concerns during the meeting and, per the staff report and presentation to the Board, no letters of opposition were received.
The Board approved the request on a 5-0 vote, with two members absent.
