Maricopa Countyย isโฏputtingโฏhundreds of millions of dollars in federal funds toโฏimmediate useโฏhelpingโฏpeople impactedโฏby theย COVID-19ย pandemicโฏwhileโฏalsoโฏpulling back onโฏdiscretionaryโฏspendingโฏunrelated to the crisis.ย ย
Itโs a one-two effort to bestโฏserve taxpayers during a time of national emergency.ย Theย Board of Supervisorsย approved a tentativeโฏ$3.071Bย budget for fiscal year 2021.ย Theโฏbulk of spendingโฏisโฏfocused on core statutory responsibilities like public safety, with an increasedโฏamount dedicated toโฏcommunity health.โฏย
The overall county budget increased this year in large part because of an injection of federal funding through theย Coronavirus Aid, Relief, and Economic Security Act.ย As the nationโs fastest-growingโฏcounty with the 3rdโฏlargest public health jurisdiction, Maricopa County receivedโฏmore thanโฏ$398Mย to combat COVID-19, money thatโฏis beingโฏspent on priorities such asโฏpersonal protective equipment, hiring extraโฏcase investigators, and mitigating the spread of disease among vulnerable populations.โฏย
As the scope of the pandemic and its economic impact became clearer, Maricopa County leadershipโฏconsidered new revenue and spending projectionsโassuming aโฏrecessionโฏscenario for major revenue streamsโย and then took steps to reduce costs including:โฏย
- 2ย percentย reduction of General and Detention Fund operating budgetsโฏย
- Re-prioritization of capital projects based on adjusted available fundsโฏย
- Require Special Revenue funds to submit budget plans with noโฏadditional moneyโฏfrom the General or Detention fundsโฏย
The tentative FY 2021 budget keeps the combined tax rate flatโฏandโฏmaintains structural balance.ย At a time when many other counties are taxing as much as they are allowed by state law, Maricopa Countyโs tax levy isโฏ$140.5Mย below the maximum.โฏย
As in years past, a significant portion (44ย percent) of theโฏcountyโฏbudget is allocated to criminal justice and public safetyโฏwith the next largest percentage covering health, welfare, and sanitation (32ย perent).ย
New investments in FY 2021 include projectsโฏsuch as:โฏย
- Theย Southeast Regional Justice Centerย and theย Sheriffโs Office Avondale Substationโฏย
- Additional staff in jails and probation officersโฏย
- Improvementsโฏto the regional park systemโฏย
- An increase in dollars for animal control enforcement in unincorporated areasย
The county will also continue to invest inโฏnew technologyโฏacross departments and elected officesโฏthatโฏwillโฏhelp staff better serve the public, whether they are in the office or working remotely, as many county employees have had to do over the past few months.โฏย
The public will be able toย comment on the tentative budgetย between now and the final vote which is scheduled for Juneโฏ22nd, 2020.ย
