    Northern Parkway Gets Redesign to Meet Deadlines

    Rising costs for Peoria’s portions of Northern Parkway have led City staff to redesign portions of the roadway.

    Northern Parkway is a 12.5-mile connector between U.S. 60 and Loop 303 in the West Valley. While overseen by the Maricopa County Department of Transportation, the $315.8M project—funded under the Proposition 400 transportation sales tax—involves Peoria, El Mirage and Glendale as well.

    Peoria is partially responsible for two portions of the roadway: 91st Avenue to 99th Avenue and 99th Avenue to the Agua Fria River. Rising construction and development costs have put those two segments at between $25M and $26M over their initial budgets.

    Regional funds cover 70% of the total project costs, or approximately $221M. The local governments cover the remaining $94.8M between them. Peoria is responsible for 20% of that amount, roughly $18.9M. It has paid all but $4.75M, which is allocated in its Capital Improvement Program for 2025-2027.

    Under Prop 400 requirements, projects must be completed along specific timelines. Peoria is obligated to have its portion construction-ready by the end of next year.

    Peoria has its segments in redesign to scale back the costs. The plan is now to start with the traffic interchange, which is the most congested area, and manage approvals from that point outward. The City will have to go to the Maricopa Association of Governments for approvals of the project limits and scope, and MCDOT will have to issue a change order. (Source)
