    Vestar Planning Major New Mixed-Use at Legacy Park

    Vestar and Pacific Proving LLC have disclosed plans for Legacy Park, a new mixed-use master plan on approximately 200 acres at the NEC of Ellsworth and Williams Field roads in Mesa.

    Local news outlets report the developers are referring to the $1B-plus plan as an “urban oasis” that will have a significant impact on the quality of life for residents in Mesa, Gilbert, Queen Creek and the rest of the Southeast Valley.

    Pacific Proving has owned the vacant site for approximately 20 years. Plans for Legacy Park have been under consideration for more than three years, representatives said.

    Vestar is also developing another, much smaller mixed-use master plan called Gateway Crossing on 40 acres south of the Legacy Park site across Williams Field Road. The company filed requests for a master site plan, Council use permits and special use permits for that project, which was originally known as Legacy Towne Center, with the City of Mesa on Aug. 20, according to a recent update in the DATABEX project database.

    Plan Details

    Plans released this week show a true mixed-use environment for the multi-phase Legacy Park development. Components include:

    • 300KSF of retail and restaurant offerings;
    • 2,500 multifamily units;
    • A 600-room luxury hotel;
    • 3.4MSF of office space, and
    • An urban park of more than 20 acres.

    While no occupant details have been announced, Vestar officials said the company has been in discussions with a hotel brand and anchor tenants for the retail and restaurant space. The company is also working with Athens Group, a developer with a strong presence in the resort sector.

    Vestar plans to work with Mesa and to assemble the rest of the development team over the next 18-24 months. The site is currently on unincorporated Maricopa County land, and the company will seek annexation into Mesa along with the required rezoning and entitlements.

    No general contractors have been announced yet. ABLA Studio, MVE+ Partners and Hart Howerton are all part of the design team. (Source)
