Banner Health’s vision for a major healthcare campus near Loop 101 and Hayden Road will take its next steps with appearances before City of Scottsdale bodies this month.
The first test for the $400M proposal will be a City Council vote on Sept. 10 that will consider a development agreement for sewer and water services for an 85-acre plot that also includes the 48-acre section where Banner plans to build.
Scottsdale’s budgeted amounts for the services include $6.1M for water and $960K for sewer. Banner will pay any costs beyond those caps.
Also this month, a medical office building project that will serve as the first phase of the campus development will go before the Scottsdale Development Review Board. The hearing will take place either Sept. 12 or Sept. 19, but the meetings’ agendas have not been finalized.
Zoning for the MOB project is already in place, but rezoning will be needed for the rest of the site to allow for the hospital development.
The hospital campus plan has encountered opposition from rival healthcare provider HonorHealth and from the Scottsdale Firefighters Association. Both say Banner’s facility is unnecessary and would lead to a shortage of available healthcare workers in the area. Some area residents have also expressed worries about the project contributing to more traffic, noise and overall development, particularly in the form of apartments.
Banner, however, cites data supporting the need for the facility, including a 2023 Maricopa Association of Governments report highlighting Scottsdale’s ongoing population growth.
As planned, Banner’s vision includes 384KSF of space in a hospital, cancer center and MOB. The current four-story hospital plan could be expanded to add a fifth floor.
The MOB will have offices for physicians, as well as clinical services and specialty care spaces. The medical center will provide 106 patient beds and 20 observation beds. There will also be shell space for expansion as needed.
