P.B. Bell Communities is proposing to build a new assisted living community with nursing home on 4.11 acres at the SEC of Banner Gateway Drive and Old Greenfield Road in Mesa.
The City of Mesa heard and approved a request to rezone the property from Agriculture to Multiple Residence District 4, a site plan approval and a request for a special use permit to allow for a nursing and memory care component, at its May 8 Planning and Zoning Board Meeting.
The property is located within one mile of the Banner Gateway Medical Center. “The proposed use of this property as an assisted living, memory care and independent living campus will… be developed in synergy with the nearby medical facilities,” the applicant’s submittal states.
The project, called Inspira at Mesa Gateway is proposed as a two- to three-story building composed of 121 residences ranging from 443SF-1,149SF in one- to two-bedroom floor plans.
Independent living residential unit features will include in-unit washers and dryers and walk-in closets.
Communal amenities will include a bistro with wine bar, beauty salon, fitness center, medical and massage rooms and theatre/chapel room.
Outdoor amenities such as gardens and landscaped pathways, patios and fireplaces, enclosed dog park and resort-style swimming pool will also be provided.
A total of 129 parking spaces will be included in the development. According to the submittal, “individuals needing memory care do not drive and, typically, have fewer visitors than individuals in assisted or independent living units… the practical ratio is 1.47 units per dwelling unit, more than adequate to provide parking for residents, staff and guests.”
According to the staff report, “From the site plan, the main entry and visitor parking will be located in the center front of the building, adjacent to Banner Gateway Drive. There will also be additional parking to the east, west and south sides of the building.”
A Citizen Participation Process was completed prior to the May 8 Planning and Zoning Board meeting. According to the report, no residents attended the meeting nor communicated opposition or support the project after the meeting.
