
A 7.5-acre site at the SWC of Happy Valley Road and the 157th Avenue future alignment is planned for a five-building flex business-industrial park.
Owner/developer Happy Valley Road, LLC has submitted a request to rezone the vacant property from Rural Residential to Regional Commercial with a Planned Unit Development overlay. There is also a concurrent minor General Plan amendment request from Neighborhood Character Area to Commerce and Office Character Area.
A conditional use permit application with a site plan and final plat will be submitted later.
According to the submitted narrative, โThe applicant proposes a flex business-tech park that provides new opportunities for commercial, employment and community business services. The key planning emphasis is integration between the commercial employment buildings, arterial street, and adjacent uses. The site plan creates new employment opportunities that provide economic prospects, social vitality and flexibility in the attraction of new commercial employment uses.โ
The total building area for the Happy Valley Biz-Tech Park is planned for 81.1KSF. The breakdown for the five buildings on the conceptual plans shows:
- Building 1: 13.87KSF,
- Building 2: 14.57KSF,
- Building 3: 14.57KSF,
- Building 4: 15.43KSF and
- Building 5: 22.71KSF.
The proposed maximum building height is 32 feet, according to the project narrative, which says, โThe buildings located on the south side are oriented so that the store front and customer parking face the south side, and the rear doors are oriented internal to the Project. Parking is integrated across the property and provides 163 parking spaces plus a shared gated truck court located between Buildings 2 and 3 for convenient loading.โ
The conceptual plan includes an approximately 13KSF central amenity area south of Building 1 that will be shared between all the building owners and employees as a campus gathering spot. Features of the amenity area have not been finalized yet but could include landscaping, seating and tables, game space, canopies, or pavilions.
Access to the property is planned for one right-in, right-out driveway on Happy Valley Road and a full-access drive onto 157th Avenue from along the western boundary.
The property to the north is designated Neighborhood/Open Space and features a common area for a single-family community on the other side of Happy Valley Road. The properties on the other three sides are all vacant and are designated Neighborhood.
Surrounding property owners have expressed opposition to the proposal based on the type of planned uses for the site, saying they are incompatible with the existing residential uses and designations and would disrupt neighborhood continuity. The opponents also assert the rezoning would create โa zoning island of regional commercial intensity.โ They have filed a Statutory Written Protest to require a three-fourths majority for any approval votes.
The requests are scheduled for a review and hearing before the Surprise Planning and Zoning Commission on Aug. 20.
