The Goodyear Planning and Zoning Commission has recommended approval for requests associated with another major master plan by Harvard Investments.
The developer is seeking a minor General Plan amendment and rezoning for a roughly 1,940-acre site near Estrella Mountain Regional Park. The location was formerly known as King Ranch and is currently planned by Harvard as a master plan called Rio 1900.
Plans call for up to 5,762 residential units, including estate residential, various single-family residential offerings and multifamily.
According to a local news report and the submitted narrative, Harvard owns most of the 1,940-acre site after purchasing the land in 2023 for $22M. Approximately 80 acres is State Trust Land, which the developer has applied to purchase in an Arizona State Land Department auction.
The development vision features seven land use districts:
- Estate residential,
- Village neighborhood,
- Urban neighborhood,
- Commercial activity center,
- Resort,
- Civic use and
- Open space.
The intended land use divisions closely resemble Harvardβs vision for the 1,505-acre Estrella 14, another Harvard Investment master plan first reported by AZBEX in September. (AZBEX; Sept. 16)
Harvard Investments is the project owner. Land planning is by RVi Planning + Landscape Architecture. The civil engineer is CVL Consultants, with traffic engineering by Lokahi Group. Burch & Cracchiolo, P.A. is the projectβs legal representative.
