A rezoning request went before the City of Mesaโs Planning and Zoning Board for Ray Road Commerce Center, a proposed industrial park that would sit on a 56-acre parcel located east of Power Road on the north side of Ray Road.
Applicant Omar Cervantes, of XCL Engineering, LLC, made the request on behalf of the owner, Phoenix-Mesa Gateway Airport 193, LLC for this vacant parcel that โis bound by Santan Freeway โ Loop 202 to the north, the Roosevelt Water Conservation District Canal to the west, Ray Road and Phoenix-Mesa Gateway Airport to the south and east.โ
The request will change the current zoning from Light Industrial with an Airfield Overlay to LI-AF-PAD, allowing for the development of 16 industrial lots ranging from two to four acres each. โA private local roadwayโฆwhich necessitates the need to rezone the property from LI-AF to LI-AF-PADโฆwill provide access to interior proposed lots, one at the intersection of Ray and Sossaman Roads and another at around 1,500 feet to the east.โ
โThe โAFโ in the LI-AF means that this site falls within the Airport Overlay District associated with the Phoenix-Mesa Gateway Airport. This property is within Airfield Overflight Areas I and II. The AOA I designation includes some use restriction, a requirement for an avigation easement and a requirement for noise attenuation [during] construction.โ
At this time, no specific site plans have been made for these lots, but any future plans would need approval from Planning and Zoning, as well as Mesaโs Design Review. โThe FAA will also review the building and accessory uses on the property to determine if there will [be] any features that could result in a flight safety hazard (such as lighting that could be pointed upward or be confused with runway approach lights), communication facilities, sources of glint and glare (reflective materials, steam or possibly solar panels), or vegetation or features that could serve as a wildlife (bird) attractant.โ
The Planning and Zoning Board recommended the approval of this rezoning request, with conditions, at its December 20 hearing. The City Council subsequently approved this request at its January 22 meeting.
