    JW Water Solicits for Engineering On-Call Services

    1.1 Purpose of the RFP

    The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified engineering firms to provide professional services on an ongoing basis for planning, designing, and implementing water and wastewater infrastructure projects for JW Water.

    1.2 Background Information

    Established in 2013, JW Water has a demonstrated track record of acquiring and making necessary investments to improve the operations and reliability of small and medium-sized water and wastewater utilities in Arizona.  With the addition of the Robson utilities, JW Water will become a leading mid-market regulated water and wastewater utility platform with 18 utilities serving over 50,000 customers. Going forward, JW Water is well positioned to accelerate its investment in these essential assets, in order to continue providing safe and reliable drinking water and wastewater utility service to its customers.

    2. Scope of Services

    The selected firm will provide comprehensive engineering services to address ongoing water infrastructure needs. Key services include but aren’t limited to:

    2.1 Design and Engineering

    • Provide engineering designs and specifications for various projects, including wells, pumping stations, treatment facilities, and storage systems.
    • Provide comparative design recommendations based on competing technologies to ensure short and long-term requirements are met.

    2.2 Project Management

    • Oversee project implementation to ensure adherence to timelines, budgets, and quality standards.
    • Conduct regular progress reviews and provide detailed reporting.
    • Work with operations staff and the finance department on projecting out asset upgrades and replacement timing and costs. 
    • Coordinate, submit, and obtain required permits as required by local governments and ADEQ.

    2.3 Emergency Support and Technical Consultation

    • Offer technical expertise for and on-call availability for emergency repairs or urgent project needs.
    • Provide guidance and updates to the Company on new technologies and best practices in water and wastewater management.

    2.4 Stakeholder Coordination

    • Collaborate with internal teams, external contractors, and regulators to ensure project success.

    3. Proposal Requirements

    Proposals must include the following information:

    3.1 Company Information

    • Include size and type of staff, physical location(s), experience in the water and wastewater industry. 

    3.2 Relevant Experience

    • Examples of similar projects or engagements

    3.3 Proposed Approach

    • Description of the firm’s methodology for providing ongoing engineering support

    3.4 Key Personnel

    • Resumes or CVs of key team members who will be assigned to work with JW Water.
    • Roles and responsibilities of each team member.

    3.5 Cost Proposal

    • Detailed fee structure for services, including hourly rates, retainer options, and reimbursable expenses.
