Urban Advisors is planning a new 400-unit luxury apartment development on 13.17 acres at the NEC of 17th Avenue and Happy Valley Road in north Phoenix.
The Phoenix Planning Commission will consider a request to rezone the location to intermediate commercial with density and height waivers to accommodate the proposed development in its Jan. 2 meeting.
The preliminary site plan for Cameron on Happy Valley calls for four buildings of up to 48 feet in height, as well as a 1.1KSF ramada/shade structure. The planned unit mix consists of 75 studios, 145 one-bedroom and 180 two-bedroom units, resulting in an overall project density of 30.33 dwelling units/acre.
Planned amenities include a clubhouse, amenity courtyard, pickleball courts, a pool, and a multi-use trail along Happy Valley Road.
On the company website, Urban Advisors refers to itself as a developer of “luxury rental housing for young professionals, seniors and young families,” and says, “We work with a network of local, highly qualified consultants to produce responsible, quality housing communities. We know local markets and seek to provide housing where people want to live.”
Urban Advisors is the project owner. The design firm is Biltform Architecture. Landscape architecture is by Anderson, and the project representative is Gammage & Burnham, PLC.
North Phoenix Apartment Boom

The new proposal is the latest submission in an explosion of residential development in north Phoenix following the development of Taiwan Semiconductor Manufacturing Company’s campus in the area, along with numerous other employment and lifestyle outlets.
Cameron on Happy Valley is situated in the 85085 ZIP Code and 7.5 miles from the TSMC site.
In that ZIP Code’s approximately 38 square miles of land, the DATABEX project database has added 29 individual multifamily projects, not including Cameron, since its launch in mid-2016.
Of those, 11 have been completed and another 10 are currently under construction. No project proposed in 85085 has been canceled, and only one has been placed on hold.
The total projected unit count across all 29 projects is 8,317, and the total multifamily project valuation is $1.625B.
