    Tempe DRC Recommends 105-Unit, 271 Bed Student Housing Project

    The Tempe Development Review Commission has recommended approval of a zoning amendment and planned area development overlay for The Marshall on Spence, a 105-unit, 271-bed student housing development planned on East Spence Avenue, southeast of Rural Road and Apache Blvd.

    The property address is variously listed as 1026 and 1034 E. Spence in project materials and submissions.

    Aptitude Development’s plan constitutes redeveloping a site currently occupied by Tempe Palms Apartments. Aptitude has another student housing redevelopment project, The Marshall at Tempe, under construction to the north at 1057 E. Apache Blvd. That project is redeveloping an existing hotel into 189 units of student housing.

    The Marshall on Spence will include 120SF of accessory commercial/retail space on the ground floor. Pedestrian access is planned through the 0.88-acre site to allow access to additional commercial outlets on Apache.

    The development plan calls for 21 studios, 10 one-bedroom, 17 two-bedroom, 27 three-bedroom, 25 four-bedroom and five five-bedroom units. There will be parking for 89 vehicles and 132 bicycles. Since the development is planned as student housing, demand for parking is not expected to be as great as it would be for market-rate units. Traffic impacts are also expected to be considerably less.

    The developer is Aptitude Development. BKV Group is the design firm. The civil engineer is CHA Companies. The law firm representing the project is Snell & Wilmer.
