A rezoning request and site plan review are scheduled for a hearing and vote this week before the Mesa Planning and Zoning Board.
The request from Elliot Barkan Development would rezone 3.5 net acres at the SWC of Sossaman Road and Main Street from limited commercial to multiple residence with a planned area development overlay to allow for the construction of Main 45 Townhomes, a multifamily community with a density of 12.8 units/acre.
Surrounding uses include office and commercial, retail, vacant land and an age-restricted “manufactured home” subdivision.
According to the staff report, all 45 units are planned for three bedrooms and will be situated in two-story buildings broken out as:
- Five four-unit buildings;
- One five-unit building;
- One eight-unit building, and
- One 12-unit building.
A neighborhood meeting was held in January to discuss the project. A local news story reported nearby residents raised several concerns, including:
- The potential for Main 45 residents to use amenities in the Mesa East Mobile Home Subdivision;
- The risk of children from Main 45 using the subdivision streets as a play area;
- The occupant volume at the proposed development;
- Neighborhood compatibility with the existing manufactured home development, and
- Potential impacts on property values.
The developer made several assurances, including incorporating lease restrictions and occupancy requirements, to appease concerned residents.
According to the staff report, residents of the trailer park community, represented by the Mesa East Homeowners Association, collected 453 signatures on an opposition petition, meeting the requirements for a legal protest. Consequently, approval of the requests by Mesa City Council will now require a three-fourths majority of all members.
Staff has recommended approval of the requests with standard conditions.
The project owner is Elliot Barkan Development LLC. The architect is Presence Design PLLC. Land Development Group (LDG) is the civil engineer and surveyor, and landscape planning is by McGough Adamson.
