    Rezoning Recommended for 236KSF Mesa Industrial Plan

    The Mesa Planning and Zoning Board has recommended approval of the requested rezonings for an overall site of 33.3 acres spanning the NWC and SWC of Ray and Hawes roads.

    According to the submitted narrative, β€œTo address the need for a transition and meet market demand, a rezoning is proposed on the two western parcels to Light Industrial with PAD and Airfield Overlays. This rezoning would establish a crucial transition between the large-scale distribution and warehouse developments to the west and the new, smaller-scale flex-tech, employment-focused buildings and developments.

    β€œThe two eastern parcels of Gateway Park would retain their current Limited Commercial zoning, but the rezoning seeks to remove the PAD Overlay from a previous development. The proposed PAD overlay is not applicable to the LC portion of Gateway Park. This area is intended for high-quality commercial and retail mixed-use development, including a diverse mix of lodging, restaurants, and specialty retail and services.”

    The property is bounded by Mesa-Gateway Airport to the south and southwest, industrial uses to the north and northwest, and vacant land on all other sides.

    The Mesa Design Review Board also examined and discussed the plans in its Aug. 12 meeting.

    Project Details

    Gateway Park is planned as a two-building development, with each building totaling 117.8KSF with 32-ft clear heights and a maximum height for each building of 44 feet. Each building would have 10.1KSF of office area and 107.7KSF of warehouse space.

    According to the narrative, β€œThe proposed building type would feature 45 to 50-foot building heights, adaptable layouts to meet tenant needs, and flexible space options ranging from 25KSF to 60KSF. Additionally, the building would include an expandable power capacity to support potential manufacturing tenants.”

    Construction will be tilt-up concrete walls. The faΓ§ade will feature both vertical and horizontal articulation via recessed planes and changes in materials.

    Due to the heavy volume of light industrial development in the area, Gateway Park will be developed in multiple phases as determined by market demand. Phase I will be either the northwest or southwest building and offsite improvements for Ray Road. The two commercial parcels to the east are expected to be developed last, with the timing determined by development and a terminal relocation at Mesa-Gateway Airport and in the surrounding area.

    Park Ventures (as Mesa Airport Growth Properties, LLC) is the owner. The developer is Kitchell Development Company. Butler Design Group, Inc. is the architect. Landscape design is by Laskin & Associates, Inc. The civil engineer is Dibble Engineering, and the land use attorney is Berry Riddell LLC.
