    Peoria Council Okays Commercial to Residential Rezone

    Despite a general hesitancy to give up commercially designated parcels for multifamily development, Peoria City Council recently approved a minor General Plan amendment and rezoning for a five-acre site at the NEC of Northern and 87th avenues.

    Developer Northern Ave Properties LLC requested the changes to develop a 72-unit multifamily community made up of five two-story buildings. A local news outlet reported planning staff said several factors had changed since the property was originally zoned and that commercial development was unlikely.

    According to the staff report, β€œThe site is unusually long and narrow (166.47′ wide x 1214′ long) with limited frontage along Northern Avenue. Abutting the site to the north is a 330′ wide SRP overhead powerline corridor. To the east, the site shares a property line with the Brighton Charter School, which neighbors StoreAmerica Self Storage further east. Across Northern Avenue in Glendale is the single-family residential community of Palermo. Across 87th Avenue to the west is the Summersett Village subdivision.”

    Peoria Residential, as the project is currently titled, will have 48 one- and 24 two-bedroom units. The target residents are young professionals, and the rezoning narrative says rents will be targeted as β€œaffordable relative to the average household income in Peoria.”

    Planned amenities include open space, a resort-style pool and a deck area. The property is also located near several local parks.

    Northern Ave Properties LLC is the project owner. The design firm is Circle West Architects. Legal representation is by The Law Offices of Francis J. Slavin, P.C.
