The Mesa Design Review Board received a presentation and then discussed plans for the 36-unit multifamily development, Beverly Apartments, in its June 10 meeting. The meeting was for informative purposes only, and no action was taken.
The proposal was then heard in a public hearing by the Planning and Zoning Board on June 11. City staff had recommended approval, but results were not available at press time.
Developer COPA Health has requested a rezoning to change the property from Multiple Residence 2 and Multiple Residence 3 to Multiple Residence 4 with a Planned Area Development overlay, as well as a minor General Plan amendment, site plan, and design review.
The 1.25-acre site is located northeast of Alma School Road and Main Street and is adjacent to Beverly Park.
There is currently a 60-year-old two-story affordable housing development on the site, which COPA plans to redevelop into a three-story community. According to the project narrative, “The proposed project and its thoughtful design (including height, setbacks, landscaping, etc.) preserves the established Beverly Street neighborhood and strengthens this property as a transitionary use between single-family homes and the higher density and intensity of existing development and future development in the West Main Street Corridor.”
COPA’s original plan called for a four-story building, but the proposal was changed following input from City staff.
The narrative says COPA has more than 150 affordable housing units in different developments across the state and plans to maintain Beverly Apartments’ affordable status. “The community on this Property will continue to provide affordable housing for working families and individuals. As part of the amenity offering at this location, resident classes are expected to be offered in the clubhouse.”
Plans call for 18 one-bedroom, 10 two-bedroom and eight three-bedroom units. The clubhouse/leasing office is planned at 4.5KSF.
COPA Health is the project owner. The design firm is Perlman Architects, and the project is represented by Earl & Curley.
