Personal care products manufacturer Kimberly-Clark is building a facility on 32nd Street between avenues 4E and 5E in Yuma.
Phase I construction began in 2025 and will deliver 50KSF on the 120-acre industrial site.
The development, known as Project Ambition and developed under the name Top Quality Products, was discussed in a March Yuma City Council work session.
The Greater Yuma Economic Development Corporation, the City of Yuma, and Sternco Engineering started working with the company to select a site around 2022. According to a local news report, the company worked with the City to acquire the site and with Arizona Public Service to address power needs to prepare the project and pull construction permits.
Officials have not yet disclosed the company behind Project Ambition; however, BEX research traced it back to Kimberly-Clark within minutes of seeing the original article. They also confirmed the company address against job postings made for positions at the plant.
While the building permit & site work permits for the current development only total $7.35M, the article shows an overall projected construction value of $20M.
BEX staff also found a news report from June 2025 detailing a public comment period on the projectβs air quality permit request from the Arizona Department of Environmental Quality. That report quoted ADEQ Air Quality Division Director Daniel Czecholinski, who said, βIt’s an air quality protection permit to ensure that we protect the air quality in the Yuma area near the facility. Itβs for a facility that is going to be processing agricultural biomass, so waste from farms and stuff like that. And it’s a pulping facility, so they are trying to make it making a pulp out of that.β
An incentive for the company is expected to come before City Council at a future meeting.
