    223-unit Rental Community Proposed in Prescott

    The Prescott Planning and Zoning Commission had planned a June 8 site plan review for South Ranch Rentals, a proposed multifamily development from Great Street Co. that would deliver 223 units on 23.5 acres at the NWC of Willow Creek Road/Deep Well Ranch Road and Pioneer Parkway. That review has been rescheduled for June 29.

    The project area is part of the 1,800-acre Deep Well Ranch Master Plan area at the NWC of Highway 89 and the 89A Interchange.

    According to the staff report accompanying the proposal, “The development agreement with Deep Well ranch requires a review by the Deep Well Ranch Administrator prior to review by the city. The Deep Well Ranch Master Plan Administrator has reviewed the plan and approved it to move forward to the Planning and Zoning Commission for City review.”

    South Ranch Rentals

    The site plan and narrative show a community comprised of 60 single-story buildings consisting of duplexes, triplexes, four-plexes and six-plexes in a variety of styles. The planned unit count comprises 61 one-bedroom, 103 two-bedroom and 59 three-bedroom floor plans. Unit sizes will range from 707SF to 1,344SF.

    The staff report points out the planned project type of disbursed one-story multifamily buildings with associated parking is comparatively new to the Prescott region. Staff could only find one other project with a similar layout nearby.

    The project’s planned amenities include a clubhouse/leasing center, a pool, a great lawn, a community garden and a recreation village/retention area. The project narrative says, “The clubhouse is centrally located within the neighborhood for visibility, convenience, and to encourage walking, biking or other modes of transportation from all homes to the amenity. A pedestrian system will be located along one side of the neighborhood drives and through the central open space. The system will connect to a regional network along both Jenna Lane and Willow Creek Road.”

    The site plan review was required under Prescott’s Land Development Code, which has a Commercial Corridor Overlay that includes Willow Creek Road through Pioneer Parkway. Planning and Zoning must review any project in the Corridor if the planned parking spaces exceed 400. South Ranch Rentals’ plan calls for 494.

    Development is currently planned for two phases. Phase I will take place on the 12-acre northern portion of the property and deliver 144 units. Phase II will cover 11 acres on the south side of the property and provide 79 units. There may also be sub-phases within the development, according to the narrative. No development or construction timelines were included with the submission.

    Water for the development will be provided by the City of Prescott, and a distribution system will be extended from Willow Creek Road. A 12” public water line connection will be necessary connecting Jenna Lane to Pioneer Parkway.

    Great Street Co. is the developer. The current property owner is James Deepwell Ranches #1 LLC, which is an entity of Deep Well Ranch owner The Harold James Family Trust. Terrascape Consulting LLC is the civil engineer. Linderoth Associates is the project architect. The landscape architect is Sketch.
