    Dominium Planning 214-Unit Affordable BTR in Goodyear

    Affordable housing developer Dominium is seeking annexation and rezoning of property at the NEC of Perryville and Yuma roads in Goodyear.

    The annexation covers 31.2 acres, while the rezoning covers 27.85. The site is currently zoned Maricopa County Rural-43, which is single-family estate zoning for 1-acre lots. Dominium is requesting rezoning to City R1-A Reduced so it can build 214 single-family duplex units in a walkable community.

    The annexation request was scheduled to go before the Goodyear City Council on Dec. 8, after this issue went to press.

    While currently mostly vacant and historically used for agriculture, the submitted narrative explains the surrounding area is planned for significant residential development. Properties to the north, east and northeast are zoned for single-family residential with 4.5KSF lots. The Las Ventanas single-family community by Mattamy Homes is under construction to the south across Yuma Road. Agricultural uses are also currently zoned for estate lots, as unincorporated Maricopa County land sits to the west on the other side of Perryville Road in the City of Buckeye’s planning area. Further north is a planned area development that is currently entitled for 437 residential units.

    There is a Salt River Project property and a single-family residence to the immediate southeast that are included in the annexation request.

    Dominium’s plan for 214 Build-to-Rent units would create a density of 8.2 units/acre. The property immediately to the north has zoning in place for 9.68. Goodyear’s General Plan anticipates densities of between five and 12 units along arterial roadways. Yuma Road is listed as a Scenic Arterial on the City transportation map, and Perryville is a Planned Parkway.

    According to the narrative, “The Project will primarily consist of two-story duplex residences. The anticipated unit mix consists of 107 three bedroom units and 107 four bedroom units… All units will also feature a private open space, which will be fenced and located in-between the residences and detached garages.”

    The site plan and narrative show a leasing office/clubhouse situated west of the development’s center and list a fitness center, pool, splash pad and a large amenity area as recreation features. Several smaller open space areas are also shown.

    Primary access will be from Perryville Road, with a secondary access point off Yuma. The interior will be connected via an internal street network that also features paths, trails and sidewalks for site navigation and walkability.

    The development will require water and wastewater improvements both on and off site. Primary water service will be established via connection to the existing 12-inch water main on Yuma Road. The project will also build a public 15-inch sewer main from its frontage along Yuma east to the existing manhole at Yuma and Citrus roads. Eight-inch on-site sewer mains will be installed through the access drives and connect to the planned Yuma Road sewer extension.

    The development will also require drainage improvements and may include on-site retention basins or underground stormwater tanks.

    The current landowner is the Treguboff Family Trust. Dominium, Inc. is the project owner and developer. Todd & Associates Architecture serves as the design firm, and Hunter Engineering is the civil engineer. The project is represented by Gammage & Burnham PLC.

      It’s encouraging to see more efforts being made toward affordable housing, especially in fast-growing areas like Goodyear. A walkable community with 214 units could really help meet the demand for quality, attainable living options. It’s also interesting how this project fits into all the surrounding development—clearly the area is transforming quickly. Hopefully the annexation and rezoning move forward smoothly so residents can benefit sooner rather than later.
