    276-Unit Broadstone Rio Salado Advances in Tempe

    Developer Alliance Residential Company is adding to its “Broadstone” family of multifamily complexes. Last week, Tempe City Council approved plan amendments for Broadstone Rio Salado, a 276-unit development at the SEC of Rio Salado Parkway and the Loop 101.

    The General Plan 2040 Projected Density amendment sought to have the allowed density increased from 25 dwelling units/acre to 65 du/ac; however, the actual proposed density will only be 29 du/ac.

    The location has been used for decades as a storage facility for Arizona State University. In the submittals to the city, Alliance Residential said, “By redeveloping the subject site, we will be removing the blight of the surplus ASU lot, which is currently being used as light industrial.” Another industrial area is located to the south, which will be screened by landscaping and amenity uses under the proposal.

    The site is also part of the targeted 101/202 growth area and sits on a potential expansion route for the Tempe streetcar project. “Although the route has not yet been confirmed,” the proposal states, the increase in ridership in the area brought to Tempe by the construction of Broadstone Rio Salado, will create a need for more alternative transportation options, such as the expansion of the Tempe Modern Streetcar route. The expansion route… would connect downtown Tempe to Tempe Marketplace, Mesa Riverview Park, and Sloan Park.”

    The proposed allocations for the 276 units will total 380 bedrooms: 28 studio units, 144 one-bedroom and 104 two-bedroom units.

    The plan calls for a total of 12 buildings of varying heights for visual interest. The recreation and fitness buildings will be single-story; carriage units will be two-story, and the residential buildings will be either three or four. “As the building planes recede, the colors get darker, further accentuating the depth produced by the articulation,” according to the development package.

    Building materials will be concrete block, glass, and cement board. Exterior finish will be plaster with metal accents.

    Planned amenities include a pool, spa, game lawns, outdoor cooking area with tables, fire pits and a dog park. The dog park is intended both for residents’ convenience and to provide an additional buffer from the industrial area to the south. The complex will have 488 vehicle and 263 bicycle parking spaces.

    Landscaping will include acacia, ash, jasmine and Bougainville both in keeping with the area character plan and to tie the aesthetic to the neighborhood. In the same vein, the planned gateway architecture features elements from the nearby Sloan Park and stadium.

    The company has seven other Broadstone properties currently operating or under development in the Phoenix metro area.
