Onelife Development, LLC, is looking to develop a parcel at the SWC of 32nd Street and Cheryl Drive as Shadow Mountain Memory Care, a 38KSF, 72-bed assisted living facility.
The space lies within Phoenix’s Paradise Valley Village and Council District 3. The parcel is owned by Exaltation of the Holy Cross Orthodox Church, which currently sits on the property.
Last November, Applicant/Developer Zack Falk with Onelife submitted the request to rezone the site from R1-10 to Planned Unit Development.
The center’s design is “comprised of four wings each acting as a small neighborhood,” with common areas and landscaped courtyards. Amenities include, “…dining spaces and service areas for shared meals, fire side lounge, fitness and activity center, spa, beauty salon/barber shop, private dining for family events and a central kitchen for chef-inspired meals.”
The development will be a one-story building “designed to look and feel like a large, single family residence,” to blend in with the adjacent single-family homes along the west of the site. The “low impact” nature of a memory care facility is ideal for this particular site because any commercial or multifamily development is not conducive to the neighboring residential space, according to the project documents. Likewise, any additional single-family homes would not be a good fit, as the southeast of the site fronts to 32nd Street and the SR 51 frontage road.
Design elements feature sweeping rooflines of varied heights and natural materials throughout with the intent to create a warm and inviting atmosphere for residents and visitors, according to the project description. The entryway will be clearly visible and feature a Porte-Cochere for visual interest and to protect users from inclement weather. The landscaping and architecture will be enhanced with decorative lighting and signage.
The rezoning request suggests that the center could positively impact the current value of the homes in the area, create more local jobs, as well as fill a, “significant need for additional memory care units for senior adults in the City of Phoenix and the Paradise Valley Village.”
With facilities already throughout Oregon, Washington, California, Kansas, Colorado, Wyoming, and Texas, this would be the first development for Onelife in Arizona.
The Paradise Valley Village Planning Committee approved the rezoning at their December 4, 2017 meeting, and the planning commission concurred at their January 4, 2018 hearing. The resolution adoption is set for the February 7, 2018 city council meeting.
The Applicant/Developer, Onelife Development, LLC, is out of Denver. Representing Onelife is Tiffany & Bosco, P.A., and the selected architect is Patrick Bickler from Salem, Ore. Kimley-Horn & Associates is the civil engineer.
