The Tempe Coalition for Affordable Housing invites submissions for a Request for Qualifications for a co-developer of affordable housing.
The co-developer selected from the RFQ may participate alongside TCAH in the development of affordable housing. The full RFQ packet is available for download on our website.
The RFQ has been issued today (Sept. 4). The deadline for inquiries/questions is Monday, September 21, 2026 at 4:00 pm MST. Please direct your questions to info@tcah.org. Submissions are due on Monday, October 5, 2026 at 4:00 pm MST.
In the RFQ, TCAH is seeking a qualified and experienced developer or co-developer to partner in the planning, financing and development of affordable housing opportunities in Tempe. Opportunities may include new multifamily affordable housing communities, as well as missing-middle and other infill housing developments that expand the supply of high-quality, safe, stable and affordable housing for low- and moderate-income households.
The selected developer would serve in a full-service capacity, advising TCAH as needed on development strategy, financing, design, entitlements and implementation. TCAH reserves the right to determine whether to utilize a Developer or Co-Developer for any anticipated project and may elect to utilize the same Developer/Co-Developer across multiple projects.
