BRENT BILLINSGLEY
Town Manager | San Tan Valley
Brent Billingsley is a seasoned technical professional with over 30 years of experience across a broad range of public works, transportation, community planning, transit, air quality, economic development and environmental responsibilities and projects. As Town Manager for the newly incorporated Town of San Tan Valley, Mr. Billingsley is responsible for creating the Town's organizational structure including Finance, Human Resources, Communications, Information Technology, Public Works, Planning, Engineering, Building Safety, Code Compliance, Facilities and Fleet Operations.
Mr. Billingsley’s professional repertoire includes municipal management, project management, public works administration, current/long range planning, transit, air quality, water/wastewater permitting, economic development, finance management , grant administration, information technology management, and socioeconomic projection. He is speaker on the topics of municipal management, rural transit, access management, financial assurances, special districts, planning, infrastructure finance and the National Environmental Policy Act (NEPA) process.

AUDRA KOESTER-THOMAS
Executive Director | Maricopa Association of Governments
Audra is the executive director of the Maricopa Association of Governments, the council of governments and metropolitan planning organization for the greater Phoenix region. She joined MAG in 2015 to facilitate long-range transportation planning efforts for the nation's second-largest MPO. Recently, she led the development of the nationally recognized Regional Strategic Transportation Infrastructure Investment Plan (RSTIIP) that ultimately led to voter endorsement to extend Maricopa County’s dedicated half-cent sales tax for transportation for another 20 years. She holds a bachelor’s degree from Texas A&M University and master’s degrees in political science and public administration from the University of Houston.

RYAN TOUHILL
Director, Community & Economic Development | City of Phoenix
Ryan Touhill serves as the Community and Economic Development Director for the City of Phoenix, where he leads efforts to strengthen the city’s economy, support business growth, and plan for Phoenix’s long-term economic future. He began his role on December 1, 2025.
Touhill brings nearly two decades of experience in local government and economic development. Prior to coming to Phoenix, he served as Director of Arlington Economic Development (AEDP) in Virginia. In that role, he led the development and execution of Arlington’s Strategic Plan for Economic Growth, positioning the community as a regional leader in technology, innovation, and tourism. His leadership helped secure millions in new private investment, support the creation of thousands of jobs, and revitalize key commercial districts through targeted policies and initiatives, including the All In Arlington tourism campaign.
Touhill has received recognition for his leadership and service from Virginia Business Magazine, George Mason University, and the Alexandria Chamber of Commerce. He holds a Bachelor of Arts from George Mason University and a Master of Public Administration from George Washington University. He remains active in national and regional economic development organizations.
