    Surprise P&Z OKs Heritage on Dysart Site Plan

    Developer, Quyp Development Services requested site plan approval for Heritage on Dysart, a multifamily residential development to be developed on 9.55 acres south of Elm Street and east of Dysart Road in Surprise.

    The City of Surprise heard and approved the request at its September 19th Planning and Zoning Commission meeting.

    The project is planned as a 120-unit townhome development consisting of two-story townhomes ranging from 1.5KSF-1.8KSF. Models are 3-bedroom/2.5-bathroom units with either side or patio entry and private patios. Some 2-bedroom options will also be available.

    The design is a mix of Mid-Century modern and local historical architecture used in the early 1950’s with the use of grey and white tones, dark metal awnings and upper level railings. According to the staff report submitted to the city, the result is “a visually interesting design that invokes the local historical character of the Phoenix-valley architecture.”

    Amenities provided include a community pool and sun lounging area, ramada and restrooms and a “tot-lot”. All amenities will be centrally located for the residents’ convenience.

    Access to Heritage on Dysart will be through two existing driveways on Elm Street and Dysart Road and a total of 300 parking spaces are planned for the project. These include a mix of 240, two-car garages and 60 visitor spaces. Five dual racks will be included for bicycle parking as well.

    According to the staff report, landscaping “meets the requirements of the SUDC… and will match the landscape of the Surprise Heritage District.”

    The site was initially separated into six parcels. Quyp Development Services had submitted a final plat to the city to combine the parcels into one 9.55-acre parcel. The Surprise City Council approved the final plat request on September 17th.
