EPCOR Utilities Inc. received an alternative designation of assured water supply, allowing development in parts of the West Valley that have been off-limits from a two-year moratorium.
The moratorium was enacted due to modeling that demonstrated unmet demands for water in the region. The moratorium prevented home approvals in areas that had been undergoing widespread growth.
The designation allows for residential homebuilding in parts of Buckeye and Surprise. Other entities, such as the Town of Queen Creek, are exploring ADWAS designations.
EPCOR representatives said the new designation process provides flexibility in development. The new designation will require the company to reduce pumping by 25%. The company says it is pledging new surface water and treated wastewater.
The changes are expected to provide enough water to develop up to 60,000 new homes. (Source)
