Plans for aย 26-story multifamily tower with ground-floor retail proposedย for the Roosevelt Row area is making its way through the City of Phoenix.ย
On September 23rd, theย Phoenix Workforce and Economic Development Subcommitteeย recommended approval for City Council to enter into a development agreementย with developer,ย Hubbard Street Groupย to build the multifamily project located at the SEC ofย Sixthย and Garfield Streets, which previously housed theย Rooseveltย Growhouse.ย
The agreement also includes easements andย Government Property Lease Excise Taxย (GPLET) incentives which will be abated for up to eight years from the date of the certificate of occupancy.ย
Currently calledย Hubbard Street Group Tower, the project calls for a total of 309ย residentialย units ranging from studio to two-bedroom units, with the average size being 655 square feet.ย According to the Septemberย 23rdย agenda, at least 10 percent of the units will be designatedย for workforce housing.ย
The ground floor will include 7KSF of commercial retail space,ย an amenities deck would be located at the top of the buildingย and the seventh floorย will includeย a co-working space that will double as a community space.ย A total of 201 parking spaces will also be provided.ย
The Proposalย
In December 2019, Hubbard Street Group submitted a proposal in response to the 2017-2018 Downtown Development Request for Proposals and requested consideration of a GPLET for the project.ย
A panel consisting of staff from the Community and Economic Development Departments as well as a representative from theย Downtown Voices Coalitionย reviewed the proposal in early spring 2020 and recommended beginning negotiations with Hubbard.ย ย
The project still needs to go before theย Phoenix City Council. If approved, the development is expected to, โbring a capital investment of $87Mย and create approximately 264 construction jobs and 77 permanent jobs,โ the agenda states. A request for the construction timeline was not returned by press time.ย
