Theodore C. Cooke, D.B.A. (Ted) is a senior operations and finance executive with experience in public and private sector utilities and high tech, retiring as the as General Manager of the Central Arizona Project (CAP) in January 2023. Ted has worked on Colorado River issues for over two decades with CAP’s neighbors and partners in other states to find collaborative solutions in the face of a 22-year millennial megadrought and shortage conditions. CAP has been a principal negotiator of several historic agreements in the recent past that have allowed basin-wide investments in conservation and reductions in water use to address critically low reservoir elevations. These agreements have allowed Arizona and the Colorado River Basin to reduce the risk of catastrophic water cuts to farms, cities, and Indian tribes. Prior to his work at CAP, Ted’s experience included management and executive positions at Xerox Corporation, Luz International Limited, the world’s pioneer commercial-scale solar thermal power plant developer and operator and OESI Power Corporation, a developer and operator of binary geothermal power projects in California, Nevada, and Hawaii.

Eric Froberg

City Engineer | City of Phoenix

Eric has served as City Engineer for the City of Phoenix since January 2019, which included a 6 month assignment as Interim Director of Water Services, a 5 month assignment as Interim Director of Public Works, and a 1 month assignment as Interim Director of Street Transportation. Eric possesses over a quarter century of relevant public works and land development engineering experience. Prior to joining the City of Phoenix, most recently Eric was the New Mexico Operations Manager for TYLIN International and prior to that was a Senior Project Manager for RBF Consulting. After spending two decades working as a private consultant, Eric desired to utilize his engineering and management expertise in a way that more directly benefited the public. As the City Engineer for the nation’s 5th largest City, Eric is responsible for overseeing the selection of architects, engineers & contractors and the execution the City's 5-year, $11 billion Capital Improvement Program, including serving as the program manager for the current $500M General Obligation Bond program. Eric holds a bachelor’s degree in Civil Engineering from the University of Arizona and is a Registered Professional Engineer in Arizona, California, and New Mexico. Eric is currently a member of the Alumni Industry Council for the University of Arizona, previously held the position of State Director for ACEC-NM.


Jason Kahn

Senior Project Manager | DBA Construction

Jason Kahn joined DBA in February 2025, bringing over 17 years of leadership in heavy civil construction. Having partnered with DBA since 2012, he specializes in channel rehabilitation, stormwater infrastructure, and flood control projects across Arizona. A U.S. Navy veteran, Jason holds a B.S. in Engineering from Southern Illinois University and an MBA from the University of La Verne. His expertise spans preconstruction planning, project execution, and client relations, with a strong focus on safety, quality, and environmental compliance. Jason is recognized for his servant leadership and proactive management style, making him well-equipped to lead complex infrastructure projects.


Rod Lane

Director, Project Design & Construction | Pima County

Mr. Lane is the director of Pima County’s Project Design and Construction department. The department is responsible for delivering the county’s Capital Improvement Program for the majority of departments across the entire county. Prior to going to Pima county Mr. Lane was with the Arizona Department of Transportation for 19 years, serving the last 13 as the District Engineer for ADOT’s South Central District. Mr. Lane is a registered Professional Engineer.


Jake Lenderking

Senior Vice President, Water Resources & Legislative Affairs | Global Water Resources

Jake Lenderking is senior vice president of water resources and legislative affairs at Global Water Resources where he oversees the company’s water resources, water conservation and legislative activities. Currently, he serves on the Pinal County Water Augmentation Authority, the Southern Arizona Water Users Association, and Arizona Forward. Previously Jake led in water resource and operation roles at EPCOR Water, the City of Phoenix, and at the Arizona Department of Water Resources. Jake received his BS in Environmental Resources with a concentration in watershed ecology from Arizona State University and holds an MBA from Thunderbird School of Global Management.


Rebekah Morris

President & Founder | BEX

Rebekah started the twice-weekly AZBEX publication in February 2010, and has since grown the service into a multi-faceted resource for local Commercial Real Estate & A/E/C firms to find leads on upcoming projects, industry news, trends, and market insights. In 2015, AZBEX started producing events and now features four annual half-day conferences and six breakfast panels known as the Leading Market Series. In 2016, the AZBEX Database or DATABEX was launched. Both the events and database are engineered to bring opportunities to clients – whether it’s the contacts made at a half-day conference or bi-monthly breakfast program or the early stage notice of a project in the database, every service of AZBEX is focused on bringing opportunity to clients. Rebekah’s background as a large General Contractor enabled her to spot the opportunity to start BEX, but it is her grit, determination and eternal curiosity for the industry that has kept it going and growing each year.

Terri Sue Rossi

Vice President, Water Resources | Arizona Water Company

Terri Sue C. Rossi is the Vice-President of Water Resources for Arizona Water Company, the second largest private water company in Arizona. Arizona Water Company serves water to nearly 300,000 people in 24 water systems throughout Arizona. She has worked in Arizona water resources since 1987 where she started her career at the Arizona Department of Water Resources. Terri Sue also served as the first water resources manager for the cities of Peoria and Surprise and for the largest private water company in Arizona now doing business as EPCOR. Finally, Terri Sue has worked for the Central Arizona Project and the Arizona Water Banking Authority. Terri Sue received a bachelor’s degree from the University of Arizona where she studied natural resource management and a master’s degree from Rutgers University in water policy. In her free time, Terri Sue is a musician playing in two bands: Red Rock Crossing Band and Ripple Cats. She has a daughter who is an artist living in Sedona.

Susanna Struble

Town Engineer | Town of Gilbert

Susanna Struble, the Town Engineer for Gilbert, Arizona, has over 45 years of expertise in private consulting and municipal engineering. She is a registered Professional Civil Engineer in the State of Arizona and holds a bachelor’s degree in civil engineering from the University of Wyoming (Go Cowboys!). Her extensive background includes serving as the Assistant Town Engineer/CIP Manager, where she led a team of 12 CIP project managers in executing a $3.5 billion, 10-year Capital Improvement Program. Prior to this assignment, she held key positions, including Public Works Director/City Engineer in several Arizona communities, and Phoenix Regional Manager of a municipal engineering firm. As the Town Engineer, Susanna oversees the technical aspects of development, traffic management, and capital improvement within Gilbert. Her commitment to excellence is evident in her efforts to guide the Gilbert team in embracing the concept of defining and building for the ‘City of the Future’, with infrastructure investments that serve not just today but generations to come.


Arminta Syed

Transportation Policy & Initiatives Program Manager | MAG

After moving to Phoenix in 2018, Arminta Syed joined the Maricopa Association of Governments (MAG), where she has since managed a diverse and impactful portfolio. She currently serves as the Transportation Policy and Initiatives Program Manager, overseeing the implementation and management of transportation programs funded through Maricopa County’s dedicated half-cent sales tax for transportation, including the Freeway Life Cycle Program and more recently, the Transit Life Cycle Program. Arminta also plays a key role in advancing high-priority transportation initiatives and policy efforts under the direction of the Assistant Executive Director. She has successfully led several high-profile projects that contribute to the region’s long-term mobility and infrastructure goals.


Zach Thompson

Area Manager | Granite Construction

Zach Thompson serves as an Area Manager for Granite’s Arizona Region, overseeing operations, team development, and strategic growth across Arizona, New Mexico, and west Texas. With a reputation for blending operational rigor with a collaborative leadership style, Zach has consistently delivered high quality projects while fostering a culture of accountability and innovation. His construction leadership spans over 25 years, beginning as an Engineer Officer in the US Army and later transitioning to the construction of many large civil works projects including highways and airports, as well as other large infrastructure projects across Arizona, Texas, and Florida. Zach is passionate about empowering teams, optimizing performance, and creating customer experiences that lead to multi-project relationships. Whether he's speaking to industry professionals, mentoring emerging leaders, or sharing insights on regional strategy, Zach brings clarity, energy, and a grounded perspective shaped by real-world experience.


Riley Quinlan

Deputy Director, Capital Improvement Program | City of Buckeye

Riley brings a blend of public- and private-sector experience to his role as the City of Buckeye’s Deputy Director of Capital Improvement Program (CIP). With a background spanning infrastructure design, community planning, and project delivery, Riley and his team have helped multiply the City’s CIP output, tripling to quadrupling annual project delivery, as Buckeye’s program expanded significantly following the passage of a major bond initiative. Before joining the City, Riley led complex design and construction efforts across multiple sectors. During his Air Force career, he served as the lead design engineer in the Middle East, managing a team of 30 professionals across nine countries to plan, program, and execute critical infrastructure supporting America’s regional mission. Following military service, he worked as an owner’s representative for a leading Arizona developer, directing the planning and design of multifamily and commercial projects totaling over 1,500 residential units and multiple commercial centers statewide. Riley is a registered Professional Civil Engineer in Arizona, a certified Project Management Professional (PMP), and holds a Master of Business Administration (MBA).
