The Mesa Planning and Zoning Board is scheduled to hold a site plan review on March 25 for Liv Eastmark, a 208-unit multifamily development planned on 8.55 net acres at the NEC of Ray Road and Bradley Way in the Eastmark area.
According to the Liv Communities website, the company acquired the site in 2024 and originally planned the community as a 55+ age-restricted development. Reports from May 2024 list the transaction price at $5M.
The original iteration of the project, planned at the time by PCS Development, was recommended for site plan review approval in October 2021. (AZBEX; Oct. 19, 2021)
The submitted materials for the current proposal show no age restriction.
The planned unit mix is 12 studios, 104 one-bedroom, 80 two-bedroom and 12 three-bedroom units, according to the site plan. A 792SF maintenance building and a roughly 9.4KSF clubhouse building are also included on the site.
The planned amenities offerings at Liv Eastmark are fairly extensive. The narrative says, โThe proposed concept plan features multiple areas of open space for residents to gather and socialize. The Clubhouse building features indoor amenities such as a resident lounge, kitchen and fitness center, which overlook the large central courtyard including pool, spa, gaming lawn, outdoor kitchen and various shaded seating areas. A second outdoor open space area is provided on the north half of the site, including a dog park and childrenโs play area. All amenities are connected via a pedestrian path system, which also connects to the public way at multiple points. An enhanced pedestrian path and crosswalk is being provided on S Bradley Way so residents can have easy access to the Sprouts and other retail pads at EastMarket to the west. Additional pedestrian connection points are provided to Serenity Ave to the north and the E Ray Rd & S Bradley Way intersection to the SW.โ
The project site is surrounded by comparable and supporting developments. According to the submitted narrative, โImmediately east is The Premiere at Eastmark, a recently developed two- and three-story multifamily project. To the north-east is a vacant parcel proposed as future multi-family development, The Harley at Eastmark. To the north, across E Serenity Ave, are vacant parcels proposed as a future multifamily development by the master developer. To the west, across S Bradley Way, is the retail development EastMarket, which is currently under construction. To the south, across E Ray Rd is a mixture of single-family, retail and vacant land.โ
The project owner is Liv Communities. triARC Architecture and Design is the design firm and project representative. Landscape design is through RVi Planning + Landscape Architecture. Atwell, LLC is the civil engineer.
Mesa staff has recommended approval, subject to conditions.
