    Bullhead City Considers Mixed Residential Project

    Diversified Partners is requesting a minor general plan amendment and zoning amendments for a 78.6-acre site at the NWC of Black Mountain and Goldrush roads in Bullhead City for a mixed residential and commercial development.

    The site lies just east of the City Square Shopping Center and other commercial properties at the NEC of Black Mountain Road and Highway 95.

    The requests are the first step in developing Trails at Black Mountain, a mixed project of multifamily, manufactured housing, single-family and self-storage components. According to the project description, β€œThe rezoning exhibit depicts a single 16-acre parcel along the northwest boundary of the project that would be zoned C2 to allow for community and regional commercial uses. The balance of the development would be residential, with approximately 63 acres of high-density multi-family residential zoning, 89 acres of medium-high density single-family site-built residential zoning, and 55 acres of medium-high density single-family manufactured/factory-built residential zoning.”

    Parcels 1 and 3A total slightly more than 62.5 acres and would be developed as traditional multifamily with up to 1,251 total units in buildings of not more than three stories. Parcel 3B at 89 acres would be developed with single-family product and provide up to 700 units. Integrated amenities would include pools, parks and open spaces.

    Parcel 5 will be a manufactured home/park style community with 655 units on 54.6 acres. The 16-acre Parcel 2 could be developed as self-storage to support the residential offerings.

    In addition to the self-storage component, general amenities would include neighborhood parks.

    Along with the development parcels, the plan would extend Acadia Way, improve Black Mountain Road, create a new road running east and west to link Alta Vista Road and Acacia Way and build a bisector road to link Black Mountain to the new east-west street.

    Synectic Design, in concluding the project narrative, wrote, β€œIn summary, the design team feels that the proposed zoning distribution and land uses would be a huge benefit to the town of Bullhead City and provide much-needed diversity in new housing product in an area of town that is ripe for development. The proximity to the river as well as local shopping, restaurants, services would certainly be a benefit to both the future residents as well as the existing business infrastructure in the area. We are excited to be a part of this team and look forward to developing what will certainly be a great community for Bullhead City.”

    The Bullhead City Planning and Zoning Commission reviewed and recommended the proposal for approval in its July 7th meeting.

    City Council heard the requests in its July 19th meeting. While some residents had questions about aspects of the plan, there was no organized opposition. Commenters both from the audience and the Council dais generally expressed appreciation for the plan and its potential contributions to a diversified housing supply in the city.

    After discussion was closed, Council approved both the minor plan amendment and rezoning requests.
