City to City Commercial Real Estate is serving as the developer representing a collection of landowners who want to convert 104 acres at 19th Avenue and Baseline Road in Phoenix from a mix of ranch and residential zoning to a mixed-use master-planned area with commercial, office, single-family and multifamily residences.
The largely vacant property has primarily been used as a wholesale tree nursery for several years, according to local news reports. The landowners are incorporated as River View Growers LLC, according to the Phoenix staff report. According to the article, Baseline Trees is the majority owner of the three ownership entities. EPS Group is handling the land planning and landscape design.
City to City will oversee the rezoning and entitlement process and serve as the broker for the site.
Plans call for a total of approximately 360 apartments over 17 acres, 39 acres of single-family homes, and 213 townhomes on 15 acres. Townhomes could be either for rent or for sale, depending on market conditions. There will be approximately 35 acres of commercial development designed around a 3.5-acre central park.
City to City and the landowners have met repeatedly with neighborhood residents to solicit input and incorporate feedback. As a result, apartments have a two-story height limit and will be placed toward the property’s interior.
Phoenix planning staff has recommended approval of the requests, with stipulations. Earlier this month, the South Mountain Village Planning Committee also voted to recommend the plan, which will now go to the Phoenix Planning and Zoning Commission and the City Council for final approval.
If the rezoning is approved, City to City representatives say they expect construction to begin in the latter half of next year.
