A Planned Unit Development proposal submitted to the City of Phoenix earlier this month will, if approved and built, deliver a new six-story, two-building multifamily community in the 44th Street Corridor.
Specifically, Endres Bellview is planned for 604 units on 7.12 gross acres at the NWC of 46th and Belleview streets. The site lies immediately west of the SR 143 freeway and generally southeast of McDowell Road and 44th Street. The plan also includes approximately 4KSF of retail intended to enhance walkability and available services for residents of the community and surrounding neighborhood.
According to the PUD narrative submitted by project representative law firm Snell & Wilmer, “Endres Belleview will provide additional housing opportunities in close proximity to a large number of employers and attract additional residents to the area to support the nearby retail/restaurant businesses, thus encouraging the long-term viability of the existing office and commercial uses in the surrounding area… The Project features a pedestrian-friendly wrapped design (garage enclosed design) that provides a main promenade with ground level residential, retail, and amenity spaces along the Property’s street frontages to activate the adjacent streets. Overall, the goal of the Project is to provide a modern and upscale urban living experience for its future residents and to create a pedestrian-friendly, walkable neighborhood-scale environment along Belleview Street.”
The layout features two buildings with four-sided architecture separated by an internal promenade. Planned improvements include both attached and detached sidewalks, ground-floor open space and landscaping intended to support pedestrian activity. These elements, combined with the ground-floor, pedestrian-centric retail, are intended to invigorate walkability and resident engagement with the surrounding neighborhood.
The water and wastewater infrastructure surrounding the development will require upgrades to support the increased volume.
The majority of parking on the site will be delivered through a garage enclosed design intended to further promote the walkable aesthetic. The remaining streetside parking is planned to engage both residents and visitors with the sense of being in “a lively urban neighborhood.”
Endres Bellview’s unit mix is planned for 50 studios, 286 one-bedroom, 232 two-bedroom and 36 three-bedroom units. The total planned building area is 786.8KSF. Planned amenities include a minimum 3KSF resident lounge/clubhouse, a pool, a fitness center and a dog wash.
Construction is planned in two phases, one for each building. The site currently features an existing multifamily development with associated parking and landscaping on the south side and vacant space on the north. Development of the north side is planned as Phase I, which will allow construction to commence before demolition of the existing southern features.
As of May 15, no hearings or reviews have been scheduled.
Endres Bellview LLC is the developer. The design firm is CCBG Architects. Landscape planning is through Werk | Urban Design. The civil engineer is Jacobs Wallace, LLC, and traffic engineering is by CivTech, Inc. Snell & Wilmer, LLP serves as zoning attorney for the project.
