Tempe City Council planned to vote on February 10th on entering negotiations with two potential developers on the adaptive reuse of Hayden Flour Mill. Results of the vote were not available by press time.
The proposal moving forward was jointly submitted by Venue Projects and Sunbelt Holdings, both of which are highly experienced in delivering projects in the Valley.
Tempe’s evaluation committee recommended the firms following a Request for Proposals released in September.
Plan details from the submitted proposal have not yet been released.
According to the background information accompanying the Request for Council Action, “The site is… a vital link between the historic Tempe Downtown and burgeoning Tempe Town Lake. The RFQ required the responding applicants to demonstrate that they have completed successful high-density mixed-use developments and has experience in developing multi-phase, multi-use historic preservation projects.”
The City notified more than 200 companies about the RFP. Of the two submissions received, the joint submission from Venue Projects and Sunbelt Holdings scored higher. The evaluation process summary in the request for action says, “This team was invited for interviews where additional information was provided regarding their approach and vision for this project. Both Venue Projects and Sunbelt Holdings are locally based and communicated considerable knowledge and appreciation for the historic value of this site… The proposed concept would provide for a great deal of community involvement to preserve the view corridors, the history and cultural significance of the site for generations to come.”
