    Sr. Living, Multifamily Proposed for Phoenix

    Developer, Dominium Management recently submitted plans to the City of Phoenix for two separate multifamily residential communities, one of which will be an age restricted community, to be generally located at the NEC of 79th Avenue and Encanto Boulevard. 
    The current zoning on the approximately 28.26-acre property is C-2 Intermediate Commercial and RSC Regional Shopping Center. Dominium wishes to rezone the property to a Planned Unit Development. 
    Currently known as the 79th Encanto PUD, the entire project is proposed as a four-building multifamily residential community consisting of 575 total units. According to the project documents, the purpose is to, “facilitate the development of high-quality, affordable senior living and family-oriented multifamily residential communities on the property.” 
    Affordable Senior Living 
    The affordable senior living community will be located at the eastern portion of the site on approximately 8.46 acres, and will include a single, four-story building comprised of 203 units. 
    “The ground and second floor building materials and finishes include plank lap siding, smooth face CMU, and metal, with an emphasis on fine-grained scale and texture,” the documents state. 
    The building will wrap around a large courtyard which will include a patio, pool and spa area with cabanas and access to other open spaces and amenities for residents. Other amenities are expected to include a clubhouse, ramadas and fire pits and a resident garden. 
    Access to the senior living facility will be from Encanto Boulevard through a shared primary access drive which will be accentuated by a landscaped roundabout. A total of 288 parking spaces will be provided, with guest parking to be located adjacent to the clubhouse. 
    Family-Oriented Multifamily Residential 
    The “family-oriented” multifamily residential development will be located on the western portion of the site on approximately 19.8 acres and will consist of 372 units within 16 three-story buildings. Residences will be comprised of 12 one-, 164 two- and 196 three-bedroom units. Seven buildings will be oriented up against 79th Avenue while two buildings will be up against Encanto Boulevard. 
    “Similar to the senior living community, the family-oriented residential community will include street façade massing and architecture purposely designed with materials, colors, composition of windows, and architectural detail such as buildings recesses, ‘rhythms’ and ‘runs’ to ensure that the buildings are inviting and visually interesting from the streetscape,” the documents state. 
    Amenities will be centrally located and will include a clubhouse/leasing office, fitness center, pool and spa with cabana seating, ramada and fire pit, two “tot lots” barbeque areas, and many turf open space areas. 
    A total of 680 parking spots will be provided for the project with resident parking to be either set back from 79th Avenue and Encanto Boulevard or located behind the residential buildings. 
    Both projects will be adjacent to a future Valley Metro Light Rail Transit station and line along 79th Avenue. A public plaza will be developed at the NEC of 79th Avenue and Encanto in order to be “visually and physically connected” to the LRT station. 
    Both projects still need to go before the City of Phoenix Planning Commission and City Council for approval.
