The master-planned redevelopment of the Sedona Cultural Park is moving forward. The City has issued a request for proposals for qualified design and development firms to provide services leading to the creation of the official master plan.
Sedona purchased the park in December 2022.
The deadline for proposal submittals is April 25. The leading candidates will be announced May 7. Interviews will take place the week of May 13, and the Sedona City Council expects to approve a contract with the chosen firm on May 28.
The master plan is expected in August 2025.
Among the issues the master plan should address are:
- Ensuring development of a variety of housing types,
- Identifying appropriate complementary uses for housing,
- Creating community space to enhance the site’s other uses,
- Installing transit stops and multimodal transportation paths, and
- Recommending sustainable building processes.
The selected firm will also have to ensure a broad-based public participation process.
The RFP specifically omits 5.25 acres of the Phase I development known as 40 Cultural Park Place. An earlier workforce housing development RFP was put out in October and got two submissions.
One proposal, submitted by Kelwoods Development, planned to build a $15.4M project on the site. The unit count was not specified.
The other plan came from HS Development Partners, which is the firm developing a 30-unit affordable community called The Villas on Shelby. That proposal would have also created 72 units at the cultural park. The Shelby development is estimated at $14M, and the combined project would have had a total expected cost of $37.8M. (Source)
