    Scottsdale Multifamily Request Withdrawn

    Developer Harmel and Kaplan (Kaplan Management Company) has withdrawn its requests for a general plan amendment and rezoning for its proposed District at 9400 Shea multifamily plan in Scottsdale.

    Media sources quoted Scottsdale Councilmember Kathy Littlefield as saying if the developer wants to bring the proposal back, they will have to start over and resubmit to the planning commission.

    In the same article, project attorney Paul Gilbert of the law firm Beus Gilbert McGroder said the developer intends to resurrect the project. Hearings on the proposals had been continued several times, and Gilbert indicated the withdrawal was intended to appease City Council by preventing more schedule delays.

    In an emailed response to questions from BEX Companies’ researchers, Kaplan Multifamily Western Region President Jerry Davis confirmed the project is merely delayed and the company intends to update and resubmit its requests before the end of the year.

    Opposition groups on Facebook and other social media outlets celebrated the withdrawal, but many members tempered their jubilation, speculating the project is merely delayed until after voters determine the fate of the controversial General Plan update in the current election.

    District at 9400 Shea is one of several projects under consideration in Scottsdale that has encountered significant organized resistance from residents and outside groups opposed to increases in density, building heights, multifamily development in general and the risk of changing the character of the city and its neighborhoods.
